SUBJECT: Country Days
This year's Country Days event will take place Saturday, September
17, 1988. Staff has been meeting with the Country Days committee as a
representative of the City. The City has been asked to participate as
follows:

The requested participation is similar to the City's participation as

This year's Country Days event will be sponsored by the Moorpark
Chamber of Commerce. Mr. Don Moore is this year's chairman.

1. Chamber shall coordinate all events to be conducted and
provide the City a schedule indicating the types and times of
all events.

the operation of Country Days.
8. Chamber shall provide for application of Alcohol Beverage
License to the Department of Alcohol Beverage Control for the
operation of the sale of alcohol at the Moorpark Country Days
Dance.
9. City will provide all traffic control through utilization of
the Sheriff's Department.
10. City will provide the barricades necessary for proper traffic
control (to be coordinated, set up and taken down by
Chamber).
11. City will provide street sweeping services after the parade
and event.
12. City will coordinate and obtain the necessary permits from
the agencies, including but not limited to California State
Transportation Department and City of Moorpark.
13. Chamber shall provide insurance through sponsorship of the
event for liability claims in the amount of $1,000,000.00
with the City of Moorpark named as additional insured on the
policy.
14. Chamber shall pay for Sheriff's Department services from
direct billing from Sheriff's Department as in the past.
The parade route will be:
1. Start on Poindexter and travel east to Moorpark Avenue.
2. North on Moorpark Avenue to High Street.
3. East on High Street to Magnolia where it will finish.

Barricades will be in place at 5: 30 a. m. High Street, from Moorpark
Avenue to Spring Road, Walnut, Bard and Magnolia will be closed from
5:30 a.m. to approximately 4:30 p.m. After 4:30 p.m., only High
Street between Walnut and Bard will be closed until midnight for the
street dance.
POLICE DEPARTMENT CONDITIONS FOR MOORPARK COUNTRY DAYS,
SEPTEMBER 17, 1988
PARADE CONDITIONS
1. All permits shall be acquired prior to the time and
date of the parade. California Department of
Transportation and the City of Moorpark permits shall
be issued and conditions listed in said permits,
complied with, prior to the start of the parade.
2. The parade will start no later than 10:30 a.m. and end
no later that 12:30 p.m.
3. All barricades and detour signs associated with the
street festival shall be in place by 6:30 a.m. at the
following locations:
a. High Street at Spring Road
b. High Street at Moorpark Avenue
c. Walnut Street south of Charles Street
d. Bard Street south of Charles Street
e. Magnolia Avenue south of Charles Street
4. All detour signs and barricades along the parade route
shall be in place by 10:00 a.m. at the following
locations:
a. Moorpark Avenue at Los Angeles Avenue
b. Poindexter Street at Moorpark Avenue
d. Cornett Avenue at Poindexter Street
e. McFadden Avenue at Poindexter Street
f. Moorpark Avenue south of Charles Street
g. Closure of the left turn and right turn lanes on
Los Angeles at Moorpark Avenue
h. Detour and directional arrows shall be placed for
• the re-routing of traffic on Los Angeles Avenue,
Spring Road, Moorpark Avenue (S/R 23), Charles
Street, and Walnut Canyon Road.
5. The Beer/Wine Garden by the applicants shall operate
from 11:30 am to 11:00 pm, Saturday, September 17.
The applicant shall provide a fenced area for the
sale, and consumption of the Beer and Wine sold at the
garden. All consumption of alcoholic beverage must be
in the beer/wine garden. Two uniformed security
guards are required by the applicant to check for
legal age to purchase and to prohibit anyone from
leaving the garden with alcoholic beverages. All
ABC permits shall be obtained prior to operation.

6. All the listed locations must be manned by monitors by
the applicant from 10:00 a.m. to 12:30 p.m. who will
provide detour information for motorists. Applicant
will remove the barricades when directed to do so by
the Police Department. All expenses for monitors will
be the responsibility of the Chamber of Commerce.
7. All barricades and cones needed along the parade route
will be provided by the City of Moorpark.
8. The parade shall disperse on High Street and Magnolia
Avenue.
9. Tow-away/No Parking signs shall be placed:
-Both sides of High Street, from Moopark Avenue to
Spring Road.
-Charles Street, both sides, the full length of
the street.

10. State Route 23 will be opened to normal traffic when
the Police Department deems it safe to re-open after
the parade is on High Street.
11. No alcoholic beverage shall be possessed, consumed, or
sold, except inside the approved beer/wine garden.
12. No pyrotechnics, or discharge of firearms shall be
allowed during the parade.
FESTIVAL CONDITIONS
1. All booth locations and booth activity must have prior
approval of the Building and Safety Department of the
City of Moorpark.
2. Booth occupants shall be prohibited from entering the
area with vehicles after 9:00 a.m.
3. The applicant shall be responsible to secure all
barricades, cones and signs at the conclusion of the
event and return them to the vendor.
4. No pyrotechnics or discharge of firearms shall be
allowed during the festival without prior~ AAl.19

5. If the California Gunfighters perform at the festival,
all firearms will be secured out of view of the public
between shows.

DANCE CONDITIONS
The Country Days Street Dance is scheduled to be held from
6:00 pm to 12:00 am. The location is on High Street,
between Bard Street and Walnut Street.
The police conditions are as follows:
1. The applicant is responsible to provide three (3)

4:00 pm to 1:30 am. The applicant shall also provide
four uniformed security guards to be stationed at the
beer/wine garden and the dance, and two police
explorer scouts to man the barricades on High Street.
The cost for the security at the dance is the
applicant's.
The immediate dance area shall be fenced and gated to
control access.
3. Detour signs and barricades shall be erected by the
applicant at the dance site and approved by the
Sheriff's Department.
4 No alcoholic beverages· shall be allowed at the dance.
5. All fencing and barricades shall be ~ed by the
applicant at the conclusion of the dance.
6. All costs for any additional sheriff's personnel that
may be· necessary to maintain order at the dance shall
be the responsibility of the applicant.
7. The Sheriff's Department may terminate the dance if,
in the opinion of the on-site deputies, the public
safety is in danger.
