MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Daniel Kim, City Engineer/Public Works Director BY: Igor Leontiy, Management Analyst DATE: 06/05/2024 Regular Meeting SUBJECT: Consider Purchase of Street Maintenance Division Vehicle BACKGROUND AND DISCUSSION The Fiscal Year (FY) 2023/24 budget includes funding in the amount of $67,000 for replacement of a truck for the Street Maintenance Division staff. The vehicle identified for the replacement is vehicle #58, a 2008 Ford F250 Utility Truck. The truck is utilized daily to support operations in the Street Maintenance Division and the Public Works Department. The truck has exceeded its life expectancy and warrants replacement due to the mileage it has accumulated, amounting to approximately 123,000 miles. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements and Section 3.04.120 of the City of Moorpark’s Municipal Code, Exceptions to Competitive Bidding requirements, allows the City Council, at any time, to waive the purchasing procedures or alter these proceedings to fit a specific purchase. The vehicle is selected and ordered through a participating dealership that was awarded a contract from the State of California, based on a fixed unit price per vehicle, Contracts 1-22-23-20 A through K. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase vehicles at a lower cost than traditional, competitive bidding. Staff determined that the Ford F250 vehicle is available through the State of California Vehicle Contract; contract number 1-22-23-20G, awarded to Watsonville Fleet Group on 05/01/2022. Based on the Street Maintenance Division's needs, staff recommends purchasing a Ford F250 4x2 Extra Cab from Watsonville Fleet Group. The cost of the Item: 10.J. 389 Honorable City Council 06/05/2024 Regular Meeting Page 2 vehicle, including taxes and fees, is $59,498.98 (EXHIBIT A & B). Staff is requesting City Council approve the purchase of the vehicle from Watsonville Fleet Group. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT The FY 2023/24 Vehicle Replacement Fund (3009) budget includes $67,000.00 allocated for the replacement of the subject truck. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive.
