I just found out this morning about this contract being considered and am unable to attend in person to speak on the topic. Greetings City Council, My name is Dennis Jones and represent Mariposa Tree Management. I am writing to you to urge you to reconsider the approval of consent item agenda letter M -award of tree contract to West Coast Arborists. I understand City staff's desire to not have to go through the competitive bidding process and while I empathize with that concern, I do think the City is making a mistake in doing so. Specifically, the portion where they will allow West Coast Arborist to bill/perform items under the time & materials rate. Their own stated fact that in this current FY 89% of WCA's billing has been Time & Materials. 5 years ago, the City piggy-backed the contract to this WCA off a City of Ventura contract, and now they are doing so off a Carpinteria contract. So if those goes through, the City of Moorpark will be giving West Coast Arborist 1 O years of contracted tree work worth close to $4million in revenue without ever having checked on their pricing or evaluating other potential vendors -and doing so at a Time & Materials rate which is usually reserved for emergency services in most City contracts. Having had firsthand experience in providing these services to the city, I understand the importance of transparency and fairness in the bidding process. Competitive bidding not only ensures that the city gets the best value for its money but also promotes accountability and fosters healthy competition among vendors. By opening the contract to competitive bidding, the city can attract a wide range of qualified vendors, ultimately benefiting both the city and its residents. ITEM: 10.M. CORRESPONDENCE RECEIVED
