Act
•Passed by the US Congress in 1970
•Included Cannabis as a Schedule I substance
•Schedule I - Drugs, substances, or chemicals
with no currently accepted medical use and a
high potential for abuse and the potential to
create severe psychological and/or physical
dependence.
•April 30, 2024 – Department of Health and
Human Services requested the DEA consider
reclassifying cannabis to a Schedule III
substance.
•Schedule III – Drugs with moderate to low
potential for physical and psychological
dependence.
California Law
•Legalization began with passage of Proposition 215 – Compassionate Use Act in
1996.
•Legalized use of medicinal cannabis.
•November 8, 2016, California voters passed Proposition 64 – Adult Use of
Marijuana Act.
•Legalized recreational use of cannabis for adults 21 and over.
•May cultivate up to 6 mature cannabis plants in their household
•May possess up to 28.5 grams of cannabis
•May possess up to 8 grams of concentrated cannabis
•Legalized cannabis deliveries by legitimate businesses.
(Regulated by the California Department of Cannabis Control)
Effects of Cannabis Use
•Short Term: 1
•Problems with memory and learning
•Distorted perception
•Difficulty thinking and problem-solving
•Loss of coordination
•Sedation
•Increased heart rate
•Lung irritation
•Long Term: 1
•Bronchitis
•Emphysema
•Asthma
•Addiction, development of psychosis, and suicide are among the serious mental health concerns associated with adolescent marijuana use.2
•According to the Center for Behavioral Health Statistics, marijuana is still the most commonly used illicit drug among adolescents.3
•Adolescent exposure to marijuana doubles the risk of developing psychosis and schizophrenia in adulthood.2
