The public hearing was closed at 7:16 p.m. Brief comment was made by Councilmember Castro inquiring why the project became infeasible as stated by the applicant; it was noted that higher mortgage interest rates and the continuing escalation of construction costs versus the allowable sales price of affordable housing units impact project feasibility. There was brief discussion of the State’s requirements to provide options to developers to fulfill affordable housing requirements, and on the flexibility that is given by changing the Landscape and Lighting District requirement to a Community Facilities District (CFD) because of the broader maintenance of improvements that can be funded through a CFD, thereby reducing the maintenance burden on the City’s General Fund. 48 Minutes of the City Council/Successor Agency Moorpark, California Page 6 April 17, 2024 Mr. Ennis read the title of Ordinance No. 522: AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING THE FIRST AMENDMENT TO DEVELOPMENT AGREEMENT NO. 2016-01 BETWEEN THE CITY OF MOORPARK AND M.P.
