Newhouse, Director of Community Services ,2 yII DATE : May 7, 1991 SUBJECT : Receive Updated Report on Arroyo Vista Community Park Hydrology Study The hydrology study has been completed and was presented to the City for consideration and review. Analysis indicated there may be consideration given to widening the channel per the Corps of Engineer ' s requirements . Should the channel be widened, it will ingress into the park approximately 100 feet from its present location . Further analysis is being conducted by Mr . Hawks, of Glen Hawks Associates, to ascertain the full impact and alignment of the road at the north side of the park . Should this widening occur, it will also impact the location of all previously approved facilities to be constructed at the park. We anticipate receiving Mr. Hawks ' evaluation within the next two to three weeks . I will inform the Commission as to the results of the study after review by City staff . Newhouse, Director of Community Services DATE : May 7, 1991 SUBJECT : Consider Installation of Children' s Play Equipment at Glenwood and Griffin Parks This item was presented to you for consideration at your February meeting. At that time, staff recommended not moving forward until a final audit of the 05 Park Improvement Fund had been completed. Currently, the 05 Fund audit has not been completed, and the figures staff will be reporting to you are approximate, unaudited totals . Before you for consideration is the purchase and installation of playground equipment at Campus, Glenwood and Griffin Parks . As indicated to you in staff ' s February 8 agenda item (attached) , the following amounts were approved in the FY 1990/91 City budget for play equipment : Campus Park $ 7, 800 Glenwood Park $ 5, 000 Griffin Park $10, 300 Per your direction, staff secured costs for the play equipment as directed by the Commission, which total the following amounts : Campus Park $ 7, 530 . 92 Glenwood Park $23, 337 . 07 Griffin Park $37, 538 . 78 The prices quoted do not include installation for the large play equipment ; the spring toy pricing does include installation. The current unaudited fund balances for each park by zone are as follows : Campus Zone (Campus and Griffin Park) $622, 778 Northwest Zone (Glenwood Park) $ 78, 902 PAUL W. LAWRASON JR. BERNARDO M. WOZNIAK Mayor Mayor Pro Tern Councilmember Councilmember Councilmember These unaudited zone balances do not reflect the capital improvements currently out for bid or the restroom and/or picnic shelters to be constructed at each of the parks . The Campus Zone has sufficient funds, in staff ' s opinion, to construct all of the play equipment, capital improvements out to bid and restroom and picnic shelters planned. The Northwest Zone, Glenwood Park, may not have sufficient funds to do all of the capital improvements including the planned picnic shelter . Also, at this park, staff is requesting an upgrade of the irrigation system to provide a more accurate distribution of water at this site which will insure future cost reduction in water usage . The cost to upgrade the irrigation system is undetermined at this time, however, in staff' s opinion, it will be a significant amount of money to upgrade the irrigation system. A commitment has been made by Council to add play structures at each of the parks, and I feel the Commission should move forward within the approved budgets to purchase and install play equipment . Recent discussions with John McMaster of Iron Mountain Forge indicate that installation costs are currently running approximately 400 of the equipment costs . An example of the cost to install the play equipment at Griffin Park should the equipment cost be $10, 300 . 00, would be an additional $4, 120 . 00, bringing the total cost to purchase and install the play equipment to $14, 420 . 00 . STAFF RECOMMENDATION: Considering the approved budgets, review and recommend to City Council the purchase and installation of play equipment at each of the three parks; Campus, Glenwood and Griffin.
