SUBJECT: Clarification of Language in the Open Space
Conservation and Recreation Element
As directed by the Commission, staff has provided the City Attorney
with a copy of OSCAR and requested a legal interpretation related to
City compliance regarding neighborhood parks. Presently, staff has not
received a response from the City Attorney and has nothing further to
report at this time. Additionally, enclosed are the National
Recreation and Park. Association definitions related to "Parks."

Receive report and file.

SUBJECT: Consider Proposed Master Plan of Development for
Griffin Park
BACKGROUND:
During discussions of the FY 1989/90 Parks Capital Improvement budget,
the Commission recommended to Council an ambitious capital improvement
program for Griffin Park. The City Council approved all but one item
recommended; funds for a draft master plan for a community building.
The items and funding allocations approved for development of Griffin
Park are as follows:
ITEM FUNDS APPROVED
1. Concrete walkway $12,650
2. Playground equipment 10,300
3. Full-length basketball court w/lights 27,000
4. Trees 1,500
5. Baseball backstop 5,000
6. Security lighting 12,800
7. Picnic tables, B-B-Q' s, trash
receptacles 2,000
8. Concrete work/playground 6,000
9. Picnic shelter 15 000
TOTAL $92,250
Additionally, the Council directed the Commission to prepare a master
plan of development for Griffin Park for Council ' s consideration.

At your July 10, 1989, meeting, the Commission established a
subcommittee (Commissioner Teresa Radich and Chairman Sam Nainoa) to
work with staff to prepare a master plan of development for the park.
The subcommittee met on Wednesday, August 30, 1989, at the Community
Center and drafted a proposed master plan of development for your
review and adoption.
The proposed master plan presented for your consideration includes the
following items:
1. One full-length lighted basketball court;
2. One picnic pavilion - 30' in diameter;
3. Two (2) additional picnic tables with trash receptacles;
4. Landscaping - trees and Oleander hedge along the south and
west sides of the park;
5. Playground equipment for children aged 5 and under;
6. Concrete sidewalk approximately 980 linear feet;
7. Concrete curbing/playground - 200 linear feet;
8. Six (6) security lights;
9. Relocating park sign from southeast corner of park to
northeast corner of park;
10. Two (2) sand volleyball courts. This item was not approved
by Council but is being requested by the subcommittee as a
substitute for the baseball backstop.
Staff has slightly modified the subcommittee' s proposal as follows:
1. Eliminated concrete walkway to picnic tables at northeast
corner of park;
2. Added a second walkway entrance to park from College View
Avenue;
3. Moved location of pavilion westerly from proposed location.
STAFF RECOMMENDATION:
Direct staff as deemed appropriate.
