HARE Chief of Police City Treasurer MEMORANDUM TO: The Parks and Recreation Commission FROM: Phil Newhouse, Director of Community Development DATE: November 7, 1989 SUBJECT: RECONSIDERATION OF MASTER PLAN OF DEVELOPMENT FOR GRIFFIN PARK Background Subsequent to the Commissions review and approval of a proposed master plan of development for Griffin Park at your October 9, 1989 Commission Meeting, City Staff met with Caltrans representative to discuss acquiring of a position of the park for street alignment.. When the 118/23 freeway connector is constructed, College View Avenue will be realigned to the west side of Griffin Park. Caltrans representatives have indicated they will need approximately 28' of park land to align the future College View street with Collins Drive, north of Campus Park Drive. Additionally, an 8' sidewalk will be constructed on the eastside of the new College View Avenue beginning at Campus Park Drive, extending south under the proposed 118 freeway to a future Park-N-Ride lot south of the freeway. In view of this recent information, reconsideration of your proposed master plan is in order. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Parks and Recreation Commission November 7, 1989 Page 2 Discussion Based upon Caltrans installing an 8' sidewalk, and provide they will allow us to connect the proposed park' s internal walkway to this sidewalk it would not be necessary to install our walkway as previously proposed. However, should Caltrans not allow us to connect our walkway to theirs, the previously proposed walkway would be needed. Enclosed for your review and consideration are some suggested sidewalk modification proposal which would connect the Caltrans walkway to ours. Staff Recommendation In addition to your previously approved development plan select an additional proposed master plan of development which would allow the parks walkway to be connected to the state sidewalk adjacent to the future Collins Avenue on the West side of Griffin Park.
