SUBJECT: Campus Canyon Ballfield Grading Project - Update.
BACKGROUND
This capital project was included in the budget for 93-94. The outfield
area for the one ball diamond at Campus Canyon Park is not graded level,
and in some cases has a 5:1 drop off about 240 feet from home plate. Most
standard softball fields have an outfield that extends roughly 260-280 feet
from home plate.
VCE Services, a civil engineering firm in Camarillo has been contracted to
do the land survey and prepare the grading plan. This phase of the project
has been completed. Staff will be presenting this project and grading plan
to the City Council for additional input and approval. Grading construction
would be scheduled to take place in March.

SUBJECT: Consider Teen Council Guidelines.
BACKGROUND
The City Council has determined that one of it's priority goals and objectives for the
Community Services Department, is the development of teen recreation programming
in the City of Moorpark.
Staff has developed a Teen Task Force involving various youth serving agencies within
the community, to identify issues and needs for the teenage population in Moorpark
and to further identify shared resources between the various agencies which can be
coordinated to provide services more efficiently and will reach a larger population of
teenagers.
The Teen Task Force members are: Commissioners John Hall and Sandra Thompson,
Toni Carbone,(Boys and Girls Club), Debi Ryono, (Boys and Girls Club), Christina
May, (Planning Commissioner, participating as a private citizen), Del Carbine,
(Moorpark Unified School District), Vicki McGowan, (Our Town Teens) Ed
Tumbleson,(Ventura County Sheriff) and Kathy Marrujo-Thurman (Moorpark Project
Pride). The task force has met twice.
The concept of a Teen Council, which was originally discussed at the Parks and
Recreation Commission level, was supported by the Teen Task Force. A sample draft
of guidelines for a Teen Council was developed by staff and reviewed by the Task
Force, who gave additional comments.
If a formation of a Teen Council is approved by the City Council, the Teen Council
will function in a similar manner to that of the Senior Advisory Committee, that is,
the Teen Council would be advisory to staff on program issues only. There would be
no formal relationship between the Teen Council and the Parks and Recreation
Commission, other than informational reporting, which would be provided to the
Commission by staff as needed.
Staff is recommending that the formation of a Teen Council take place in the fall of
1994, in order that the first year of the Teen Council get endorsement and support
from the Moorpark Unified School District.
RECOMMENDATION
Review attached guidelines for Teen Council and recommend formation of Teen
Council to the City Council.

SUBJECT: Consider Camous Canyon Park Playground Exoansior ,
Project,
BACKGROUND
The playground at Campus Canyon Park consists of two play apparatus,
one standard size climber with swings and one for tiny tots. Several year's
ago, it was recommended to expand this play area and add another play
structure. This capital improvement project was budgeted for last year,
and the project was carried over to this fiscal year.
At the park tour on Saturday, January 28, the Commissioners present were
divided on the best way to use the allocated funds for this park site. One
opinion was to not expand the play area as originally proposed, but to use
some of the funds to repair and renovate the existing equipment. Another
thought was to install equipment for older children, which provides for
more interactive play. Another was to not do anything at all to this play
equipment and allow the savings in this park zone to be used for the
rollerhockey court at Griffin, which is still a priority with the Commission.
Staff has gotten preliminary cost estimates and a conceptual design for a
standard play structure at Campus Canyon Park. Staff is seeking input
from the Commission prior to spending any more staff time on this project.

SUBJECT: January 28, 1994 Teen Dance
A. Event Description
The 1994 Winter Teen Dance was held on Friday, January 28 from 10:00-12:00 pm in
the Moorpark High School Gym following the basketball game. Open to students with
High School or continuation school ID. MUSD provided the facility, the Basketball
Boosters ran the snack bar and the City provided DJ, security and janitorial services.
Optimists provided chaperones as well as $100. MYAC assisted with publicity and
bought tickets to the dance to distribute throughout the school. Chairman John Hall
coordinated chaperones and donations as well as many other details of this event.

There were 150 youths in attendance with 9 chaperones in addition to 2 staff
members. Total of 170. 62 kids used coupons.

E. Comments
1. Though this event was successful, there are elements to consider for future
events. A committee should be formed for any future such events. Committee would
discuss advertising, location, specifics, security, refreshments, finances, donations,
door prizes? etc.
2. Vickie McGowan suggested in the future that we contact the ASB one or two
months in advance to paint posters for teen dances. She noted that this was a bad date
selection as it was the last day of the semester prior to a 3 day weekend. She indicated
that few students attend basketball games and fewer still would be allowed to attend a
dance that started at 10 pm. She also suggested another Teen Dance for St. Patrick's
Day on 18th March. MYAC would also back a Youth Dance sometime between now and
summer.
3. Due to the lateness of this dance, students with curfews were allowed to
leave, creating a constant stream of students coming and going, making an exact
count difficult. MYAC handed out free tickets which were "recycled" further
complicating the count.
4. Many promised chaperones did not arrive, causing long watches without
breaks at doors. Some chaperones left their doors without a replacement.
5. The school district was cooperative on this event, and should be commended.
Additionally, John Hall worked hard to finalize many aspects of this dance.
6. Optimists donated $100. MYAC donated $200 (in tickets).
F. Recommendation
Immediately form a committee to look into a High School Dance for St. Patrick's Day
on 18 March at the High School as well as set a date for a Junior High Dance (at the
Community Center) before the end of the school year.

SUBJECT: Proposal For Arroyo Vista Recreation Center
Grand Opening Festival
J3ACKGROUND
The purpose of this event should be to familiarize as large a segment of the community as
possible with the location of Arroyo Vista Recreation Center and to showcase the many
features of the buildings.
The City Council approved a second Craft Faire, to be held in the spring, as part of the FY
93-94 budget process, based on the success of the Holiday Craft Faire in November. Staff is
proposing that this craft Faire be held at Arroyo Vista Community Park in conjunction with
the proposed Grand Opening.
There is additional funding available from the 10th Anniversary, and the City Council has
already directed that some of these funds be used for the grand opening of the Recreation
Center.
It is proposed that community groups be approached to assist with certain facets, as no money
is budgeted to fund this event. With the Arts & Craft Faire income, the event should pay for
itself. However, in the event that the number of projected craft vendors is less than expected,
the surplus from the 10th Anniversary will pay for the supplies and materials for the day.
The City Council has set May 14, as an upcoming Town Hall Meeting. Staff would
recommend that the Commission consider recommending May 21 as the Grand Opening date
to the City Council.

Recreation classes such as dance, karate, gymnastics, and drama could showcase their
skills during the day. Also, the Senior Chorus could perform some musical numbers.

"Park Your Art" Festival

In conjunction with MUSD, the city will invite children to submit artwork in a variety
of mediums. Themes can be determined by commission or council. Work will be judged
and awards will be given. Donation of a cash prize may be solicited from businesses. By
using certificates and existing ribbons and awards, this element can be significantly
reduced in cost.

depending outdoor exhibits. Finances are based on a minimum of 50 vendors. The site
may hold more.

Open to the public, this activity would allow young people to create their own
masterpieces. Art mediums would include glue painting, edible art, marble painting,
sand painting and more. MYAC may be willing to run this activity.

Exhibition Basketball Game

The planned game could be between service groups or public safety personnel, playing

SUBJECT: Consider Offering Rollerhockey Classes at Tierra Rejada Park Parking Lot.
BACKGROUND
Last year, the Community Services Department began offering rollerhockey and in-line
skating classes for youth at Glenwood Park. These classes have been fairly successful and
continue to indicate to staff that a future rollerhockey league for children in Moorpark should!
be considered.
There were no rollerhockey or in-line skating classes held during the winter session of classes
this year, due to the winter time change and the lack of lighting at Glenwood Park at night.
Staff is preparing to hold rollerhockey classes for the spring, but the instructor, Walt Collins,
has informed staff that the program has grown to such an extent that the usable surface at the
Glenwood Park basketball court is not large enough to accommodate adequate instruction.
After looking at the available city facilities, staff is recommending the use of the west parking
lot at Tierra Rejada Park. An area of the lot could be barricaded off by city staff for the time
specified, and still retain entry and parking spaces for people using the park for other
recreational uses.
Staff is also open to any other ideas that the Commission may have that could accommodate
this program immediately.
RECOMMENDATION
Concur with closing a section of parking lot at Tierra Rejada Park from 5:00 p.m. - 7:30 p.m.
on Tuesdays, beginning in March, for City Rollerhockey Classes.

SUBJECT: Consider Offer from Girl's Softball to Renovate North,
Softball Field at Mountain Meadows Park,
BACKGROUND
Moorpark Girl's Softball has approached the City and has offered to make
improvements to the ballfield at the northeast end of Mountain Meadows
Park. These improvements would include skinning the infield, sinking
base sleeves, constructing additional fencing, burning foul lines, and rolling
out brick dust. Staff is also pursuing the possibility of Girl's Softball
constructing dug outs at the southeast field as well.
City staff would be involved as far as inspection and consulting. The Girl's
Softball organization is estimating that for the work described above, it
should take only about two to three weekends of labor by softball parents.
Staff has talked with Little League and with AYSO to determine if the
proposed improvements at Mountain Meadows Park would limit any
practice fields that either group might need. Both have indicated that with
the additional space at Arroyo Vista Community Park, practice and playing
fields are not needed as much at Mountain Meadows Park.
Girl's Softball utilized Mountain Meadows Park, (the one improved field)
and two ball diamonds at Mountain Meadows School last year. The
improvement of the additional field at the park will allow the girls softball
program to expand to meet the needs of the community.
This is a good example of our Adopt a Park Program, whereby one group
initiates and pays for field improvements which benefit both their
organization and the whole community.
