Well, the City of Moorpark is now six months old. We have managed to
accomplish a number of things during this period and have also weathered
a few storms. While we still have many things left to do (frankly, there
always will be something else to dol), we have made a dent and I think it
is appropriate to pause for a moment and examine what has been done before
starting on the tasks ahead of us.
Some of the accomplishments may be mundane, while others are exceptional.
In either case, all are important to the operation of municipal government
in Moorpark.
In any new organization there is always a "shake -down". While ours may
not be over yet and it is always difficult to tell in advance how long this
period will last, we have comea long way since July 2. This in good part
can be credited to the fact that we have been in business since the date of
incorporation. Through the generosity of the County, we have had office
space and furniture, as well as office equipment, available to us. This has
allowed your staff to spend crucial time immediately working on city matters.
The following is a list of the notable accomplishments in 198:
Organization of the City Council, including:
(a) Selection of officers
(b) Setting a hearing schedule (during the first 6 months
the Council met 13 times)
(c) Adoption of Rules of Procedures for Council Meetings
-- Establishment and organization of a Planning Commission
(has met 10 times)
-- Establishment and organization of a Recreation and Parks
Commission (has met 12 times)
Adoption by Recreation and Parks Commission of rules,
regulations and fee schedule for the operation of
the Community Center

- Adoption of a Mobilehome Rent Review Ordinance and
establishment and organization of a Mobilehome
Rent Review Board (the Board has met 3 times)
-- Review and denial of a Cable TV rate increase
-- Consolidation of the next Municipal Election with the
General Election to be held in November, 1984
-- The review under City Ordinance No. 4 of all 15
Residential Planned Development Permits subject
to the Ordinance. This entailed a review by both
the Planning Commission and the City Council of
a total of 2, 896 dwellingunits, and one church.
Of these units, 2, 281 were unbuilt and are expected
to house an additional 7,117 residents within the
City. This review was completed within 5 months,
resulted in significant additional requirements being
placed on the subject permits, and has been com-
pleted without litigation.
- Two of the nine required elements of the City General Plan
-- the Land Use and Circulation Elements-- have been
adopted.
- At City request, CALTRANS is processing the redesignation
of High Street as a local street
- Ordinances have been adopted establishing fees for the
provision of schools, police and fire facilities by new
development I
- We have acquired conference tables, chairs and other
furniture for City offices at approximately 9090 cost
savings
An agreement with the City of Simi Valley has been entered
into for the interim provisions of City employee benefits
- Basic municipal ordinances have been adopted and are in the
process of being established as a Municipal Code
A City Auditor has been selected
-- A City Bookkeeper has been retained and the City books are
now being completed
A City filing system has been established
-- A Landscaping Maintenance District has been established
for the Heatherglen Park and landscaping along
Tierra Rejada Road and Los Angeles Avenue

-- Steps have been taken to establish a contractwith the
Public Employees Retirement System
-- A cooperative purchasing agreement has been entered
into with the County of Ventura
-- Council has reviewed a proposed Downtown Business
Assessment District and directed that staff work
with the Chamber of Commerce on this item
Staff has also been directed to work with the Chamber of
Commerce in developing an economic development
brochure for the City
-- The City Council has made appointments of its own
members, as well as citizens, to various governmental
committees and organizations County -wide, and full
City participation is continuing
The City is working with CALTRANS on a number of items
including the connection of the 23 and 118 Freeways
and the construction of a weigh station on Los Angeles
Avenue
- Two land use permits for new industrial development have
been approved. These facilities will total 154, 980
square feet
- A Planned Development Permit for 67 single family homes
has been approved, which are now under construction
A Work Program has been developed for the prioritization
of City activities for the remainder of this fiscal year
The design and establishment of permanent City offices has
been commenced
- The Council has reviewed a number of concerns expressed
by residents and directed the preparation of a number
of ordinances for future review on these matters
Last, but not least, the City is presently on sound financial
footing, and we have invested some of our funds in
interest -bearing accounts.
While this list may or may not be exhaustive, I believe it is very representa-
tive of the accomplishments of the City of Moorpark during its first six months.

The next six months will be equally busy as we prepare and review plans
for providing full services during the forthcoming fiscal year.
