Bankus, City Clerk r:PAT E : March 12, 1986 LJ B JF C T - Speaker Cards Used at Council Meetings In view of the comments at the Council Meeting of March 3rd pertaining to addressing the Council at the appropriate time during the meeting, we have revised the Speaker Cards used at Council Meetings to provide information directed to those desiring to address Council. The language we have suggested follows very closely the provisions of your Rules of Conduct, adopted by Resolution No. 85-160, on January 16, 1985. This new Speaker Card is submitted for your approval. attachment 799 Moorpark Avenue Moorpark, California 93021 (805)529-6864 w• Date: SPEAKER CARD IF YOU WISH TO ADDRESS THE CITY COUNCIL OF THE CITY OF MOORPARK, PLEASE COMPLETE THIS CARD AND GIVE TO THE CITY CLERK (PLEASE PRINT) NAME ADDRESS ORGANIZATION AGENDA ITEM NUMBER OR SUBJECT THIS INFORMATION IS NEEDED FOR THE OFFICIAL MINUTES OPPOSE SUPPORT UNCOMMITTED ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL Those who wish to speak on agenda items must fill out speaker cards at the desk of the City Clerk. Council rules call for each speaker to limit remarks to 3 minutes, unless permitted to speak at greater length by majority approval of the Council, either at that time or at the end of the agenda. Please walk to the rostrum and after receiving recognition from the Mayor, state your name and address and proceed to comment upon the agenda item you wish to discuss. All remarks and questions shall be addressed to the Mayor and not to any individual Councilmember, staff member or other person. During the PUBLIC COMMENTS portion of the meeting any person may address the Council on any subject pertaining to City business; however, if an item appears on the agenda, comments about that item will be heard at the time of consideration of the item in its order on the agenda. If an item which is scheduled for public hearing has not yet come before the City Council, or in the event a public hearing item is currently before the Council and the Council has not completed its deliberations, or it is an item that is currently before or about to be submitted for consideration to a City Commis- sion, such matter may be addressed only at the time of the scheduled public hearing or continuation thereof, or when the item is considered by the City Council.
