SUBJECT: POSSIBLE AMENDMENT OF THE RULES OF PROCEDURE REGARDING LENGTH
OF MEETINGS
The following are potential ideas to consider when discussing ways to
reduce the length of meetings.
1. Start regular meetings at 6:30 P.M.
2. Modify Rules of Procedure concerning public comments to
A. Accept no speaker cards after announcement by Mayor that no
more cards will be accepted; this would be done prior to
start of that agenda item.
B. Place a time limit for public comment at each meeting; the
Council previously chose not to do this but allowed Council
majority to place a limit at any single meeting.
3. Reorder the agenda earlier in the meeting, perhaps at 10:30 not
11:30, to determine what items the Council wants to consider for
the balance of the evening.
4. Agree that any closed session to be held at the conclusion of the
meeting start no later than a time certain such as 11:30 P.M. or
12:00 midnight.
5. More attention to keeping the breaks within the time specified;
determine not to break at about 9:00 P.M. during initial change of
tape and remain on dais until taping resumes and then break from
9:45 to 10:00.

Direct staff to put no more than an estimated five or six iiuurv,
items on each agenda.
Set a separate agenda for public hearing matters such as the 2nd
and 4th Wednesdays.
Determine not to meet the 2nd week and to use the 4th week to
consider items not concluded at the two regular meetings.
Increase the number of regular meetings to 3 or 4 per month.

CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 2.04.010 of Chapter 2.04 of

meetings of the City Council shall be held on the

SECTION 2. The City Clerk shall, within 15 days
after the passage of this ordinance, cause it to be published;
shall certify to the adoption and posting of this ordinance; and
shall cause this ordinance and its certification, together with
