SUBJECT: Temporary Amendments to Council's Rules of Procedure
At your adjourned meeting of April 13, 1988, Council directed that certain
sections of your Rules of Procedure would be amended on a trial basis in an
additional effort to shorten the length of your meetings. Those sections
are listed below.
Section 2.1:
Discussion/action items which are judged by the City Manager to be
e#--1 91 v ie Iby:, er have critical deadlines_ or due dates, shall be
indicated by an asterisk.
2. Section 2.5:
In addition to having the opportunity to reorder the agenda as order
of business number 5, the Mayor shall suspend the item under
discussion at II139 10:00 p.m. in order that the agenda may be
reordered by majority vote of the Councilmembers present and voting.
3. Section 2.7:
Speakers will be heard in the order that their speaker cards are
received by the City Clerk PAW fb/ 9W gill/ U/ 01OW Of/ 06
0009196 with an announcement made by the Mayor at the beginning of
the public comments item on the agenda indicating _sPeaker cards will
no longer be accepted.
Also, a new sentence is added to the end of the second paragraph of
this section as follows:

Adding Section 2.13 - Closed Session:
In addition, the following were identified as policies which would be
followed but not placed in the Rules of Procedure.
1. Fifteen (15) minute breaks will be held at approximately 9:00 p.m.
and 11 p.m., during the changing of the video tape.
2. The Mayor will work with staff to put no more than an estimated five
or six hours of items on each agenda
3. A separate agenda for Public Hearings will bevset on either t& 2nd
or 4th Wednesday of the month, as scheduling and time constraints
may dictate, for any hearings estimated to take more than one (1)
hour of time.
STAFF RECOMMENDATION:
Determine that the Council is adopting the aforementioned modifications to
your current Rules of Procedure as outlined in this report, until further
action is taken by the Council.
