SUBJECT: Consider Payment for Accumulated Vacation
As the City Council is aware, I have 494 hours of accrued vacation time as
of May 31, 1989. I presently accrue ten hours of vacation time each
month. As an exempt employee (exempt from City's Personnel Rules), there
is no maximum accrual. The existing Personnel Rules limit accrual. to 240
hours.
During my tenure with the City, it has been difficult to schedule vacation
time for a number of reasons including development activities; number of
complex projects and relatively small size of staff; numerous Council
meetings and other City meetings scheduled during the evenings, including
my service as primary staff and liaison for three redevelopment committees
including the PAC and former Mobi.l.ehome Rent Board (as the Council is
aware, we averaged nearly 3 1/2 Council meetings per month during 1987 and
1988 and, as an example, I attended nine evening meetings in May, 1989);
unplanned vacancies in management positions including City Clerk (twice) ,
Deputy City Manager and Director of Community Development.
I feel confident that with the filling of key staff vacancies and new
positions in 1988/89, that the workload is now manageable. With this
situation, I anticipate that 1: can take an average of four weeks of time
off each year. Even with this, the existing accrued vacation time would
remain for an extended period of time.
I propose that the Council compensate me Cor 240 hours of accrued vacation.
time. At my current rate of pay, this is $7,917.60 ($32.99 per. hour).
This would leave 254 hours of accrued vacation time as of May 31, 1989.
The funds are available from savings on. both personnel and maintenance and
operations accounts in the 1988/89 budget. If this request is approved,
funds should be appropriated from the General Fund Reserve. I also

request that the City Council establish a maximum vacation accrual of 400
hours for the City Manager position.
Staff Recommendation
1. Approve payment for 240 hours of accrued vacation in the amount of
$7,917.60 and authorize appropriation from the General Fund Reserve.

2. Establish maximum vacation accrual at 400 hours for the City
Manager.
