SUBJECT: Consider Caltrans Proposal Concerning City Administration
of Certain. Permits for State Highway
As indicated in the attached letter, Caltrans is interested in.
considering a possible role for the City in the Caltrans permit process.
The Council's Transportation Committee (Brown and Perez) recently
discussed this with Mr. Boyer and Mr. Larry Baxter, District 7 Director.
The Committee and Staff support the concept, and even suggested to
Caltrans that Moorpark be considered as a model demonstration program.
It is recommended that the Council support the concept of Moorpark.
volunteering for a demonstration program and direct staff to proceed with.
investigating direct involvement with the permit process.
Staff Recommendation:
Direct Staff to proceed with investigation of involvement with issuance
and inspection of permits on State Highways 23 and 118 within the City.

Dear Mr. Delzeit:
Caltrans is interested in improving our service to local agencies
and ultimately to the public relative to the issuance and inspection
of encroachment permits on conventional State highways.
As such, the District is seeking to determine if the City of
Moorpark would be willing to become directly involved in the issuance
and inspection of various permit types on conventional State highways
within your jurisdiction. The delegation of such activities can be
accomplished through a mutually approved agreement.
If you are interested, we would welcome the opportunity to meet with
you to discuss this matter in greater detail. If you are not
interested, we would like to be informed accordingly, along with any
comments or concerns you might offer regarding your position.
