MEMORANDUM

SUBJECT: Consider Establishing Public Works Director Position
The City Council has previously directed staff to study the establishment
of an in-house City Engineer position. This would most likely require a
person with California registration as a civil engineer. Such a position
would most likely include primary responsibility for the City's public
works activities. Another variation would have an in-house Public Works
Director which is responsible for a contract City Engineer. The contract
City Engineer would have a lesser role in certain public works activities.
The City currently uses its contract City Engineer for many public works
activities, including design, preparation of plans and specifications,
contract administration and inspection of City funded capital projects,
preparation of a CIP, revisions to the AOC reports, special reports and
projects.
With other pressing priorities, we have .not completed the in-house City
Engineer study. Regardless, I feel that the City should move forward and
establish a Public Works Director position and fill the position on an
interim basis while the referenced study, as well as the Organization and
Management Study are completed. The position would be a management
(exempt) position. The position can be filled on a temporary basis during
this time and assist the City in completing a number of important public
works items without affecting the existing City Engineering contract.
Various public works activities are assigned to several positions including
the City Manager, City Engineer, Deputy City Manager, Director of Community
Services and Administrative Assistant. This will allow responsibility for
numerous projects to be consolidated in this position enabling the other
positions to pursue backlogged items and projects in their primary areas of
responsibility. The hiring will also bring additional in-house public
works experience and expertise to the City.

An interim appointment to this position will also provide additional staff
support for the planned several--month leave-of-absence by the
Administrative Assistant. The Public Works Director will immediately help
the City Manager administer the contract City Engineer services and manage
implementation of the budgeted Capital improvement Program (GIP) . Initial
assignments will include:
1. Completion/close-out verification of final accounting of several
capital projects.
2. Completion of the CIP update.
3. Locate site and plan for a public works yard.
4. Completion of various street related inventories.
5. Assist with finalizing five-year street maintenance costs.
6. Manage various planned landscape improvements within public
rights-of-way.
I expect that an interim appointment of an approximate five-month duration
could be made during November. Funding for this period is estimated to be
about $24,000. Salary would be $3,246 per month plus fringe benefits, car
allowance of $150/month and related expenses. I estimate that about 75% of
the time would involve street-related items with funding from Gas Tax, with
the balance funded by the General Fund. It is projected that a permanent
position of Public Works Director and/or. City Engineer would be funded by a
combination of sources, primarily incuding Gas Tax, Community Development
Fund, General Fund and Assessment District 84-2.
In summary, the creation of a Public Works Director position with an
interim appointment will allow the City Staff to complete study of an
in-house City Engineer (and Public Works Director) while making progress on
outstanding capital projects; help consolidate the currently decentralized
responsibilities for the public works function; allow other City personnel
to attend to other items within their primary areas of responsibility; and
provide needed assistance during the planned leave by the Administrative
Assistant.
Staff Recommendation (Roll call vote required)
1. Establish Public Works Director positio�g.

2. Authorize City to make appointment for period not to
exceed six months and approve $24,000 in expenditures for this
purpose.
3. Appropriate $24,000 for this purpose as follows:
A. $18,000 from the Gas Tax Fund Reserve.
B. $6,000 from the General Fund Reserve.

4. Provide Council a report by the first regular meeting of April
1990 on recommendation for in-house City Engineer/Public Works
Director.
