SUBJECT: Letter ro Property Owners re: Zoning Enforcement
and Clean-up of Property
PROPOSED ACTION:
Discuss proposed re-draft of letter.
BACKGROUND INFORMATION:
The attached letter was submitted at the Council Meeting on
July 2, 1984, as a draft --this letter was prepared in response
to a request from the Council for a letter directing the attention
of tenants and property owners to the need for better "community
housekeeping".
At the meeting on July 2nd, the draft was discussed, but Council-
members were not completely satisfied with its contents and were
to provide substitute/additional language for inclusion prior to,
or at, this meeting. No suggestions were received prior to the
meeting, and it would, therefore, be in order to have them pre-
sented at this meeting.
If more time is desired to develop your thoughts, it is suggested
that the matter be tabled until a finished draft can be presented.
Staff was also directed to determine the cost of duplicating,
folding, stuffing, addressing and mailing the letter, when
finalized. Mailing labels for "OCCUPANT" can be obtained for
approximately $65.00. Mailing costs would be in the neighborhood
of $785.00; paper, envelopes, duplicating, folding and stuffing
would be $300 to $350. The total cost would, therefore, be
approximately $1,250.00.

The City of Moorpark, as it embarks on its second year as an
incorporated City, is seeking your aid and assistance in upgrading
and improving the appearance of the community.
New construction and development is replacing weeds, clutter and
debris-collector locations in various parts of the City. Improve-
ments to existing properties are also contributing to a better
overall community appearance. Progress is being made; however,
the pace is so gradual that it almost goes unnoticed.
There has been no comprehensive program in the past for enforcing
Code violations and eliminating eyesores. However, major emphasis
is now being given to this problem and, coupled with your help and
cooperation, the desired goal of a more attractive community can be
achieved. If each of us accepts responsibility for those things
within our immediate control, the overall task should be accomplished
much more rapidly.
Will you please take a brief look at your business or residence,
vehicles, landscaping and other personal property visible to the
public. Are there things which you might be able to do rather
easily to improve your "corner of the community"? Let's each ask
ourselves this question: "As part of the good neighbor policy, am I
being the best neighbor I can?"
With regard to violations of parking regulations, storage of
materials, business operations in residential neighborhoods, if you
are unclear as to whether a violation exists, please feel free to
call City Hall at 529-6864.
