SUBJECT : 1986 Federal Funding Levels for SCS Snow Survey
and Water Supply Forecasting Program
Enclosed is a copy of a letter to Senator Cranston urging his
support for continued funding for the subject program.
Identical letters were also sent to Senator Wilson and Repre-
sentative Bobbi Fiedler .
I would encourage you to contact the California Senators and
Representavie Fiedler to also urge support of the snow survey
and supply forecasting. It is urgent that this be done as soon
as possible , as Congress is currently working on the 1986 budget .

SUBJECT: 1986 Funding Levels for Soil Conservation
Service Snow Survey and Water Supply
Forecasting Program
Dear Senator Cranston :
The 1986 budget request by the Reagan Administration for the
Department of Agriculture does not include funding to
continue the Soil Conservation Service ' s ( SCS) snow survey
and water supply forecasting program beyond 1986 . This
program, which has been in existence for over 50 years , will
be discontinued under the Administration ' s recommended
budget .
The lack of sufficient data for streamflow forecasting could
mean that a larger margin of error would be used when
predicting streamflow. Such margins could result in larger
flood control releases from reservoirs--water which usually
cannot be put to beneficial consumptive uses . The
continuation of the existing program, as well as the
implementation of the remaining scheduled improvements to the
snow survey network in the Colorado River Basin , is necessary
to prevent such inefficient use of water.
As the Calleguas Municipal Water District is a Member Agency
of The Metropolitan Water District of Southern California , I
have been instructed by the Board of Directors of this
District to urge you to support continued funding of the SCS
snow survey and water supply forecasting program including
scheduled improvements , at least at 1985 levels .
