S UB J E CT : Letter from Tom Schleve Re': Substandard Housing
The attached letter was received from Mr. Schleve supporting action
to correct substandard housing and suggesting a Relocation Relief
Fund to aid persons potentially displaced by the City' s code
enforcement activities.
As you know, we are just beginning a formal code enforcement
program with the hiring of an employee as authorized by the Council
on September 3 , 1985. As a separate agenda item staff is recommending
a list of general priorities for the code enforcement activities .
It is likely that some persons will be required to relocate as the
City' s efforts to bring about compliance with applicable code sections
are implemented. Our efforts will include assistance to bring
substandard dwellings into compliance with law.
When the City receives the Community Development Block Grant Funds
the option of using them for Housing related programs, such as
rehibilitation, will be evaluated.
The City is not required to provide relocation assistance for
such persons. Such assistance is traditionally provided by other
agencies such as the Housing Authority, and social service organizations.
While Mr. Schleve' s generous offer should be commended, it would be
better directed to one of those agencies that specifically handle
housing related matters.
RECOMMENDED ACTION
Direct staff to respond to Mr. Schleve acknowledging his concern,
return the $300. 00 check and suggest that such donation would be
better directed to the Area Housing Authority or a social service
organization.

Dear Steve,
I fully support any action you take to relieve
the city of the type of substandard housing that has
continued to propagate within Moorpark. I also commend
the City Council for the support they have given the
Villa Campesina project. I doubt if any other city in
Ventura County has been as patient as Moorpark in tol-
erating the kind of housing situation that exists with-
in our city. It has long been argued,however, that
rental units must be provided before we began an aggressive
condemnation policy. The lesson we have learned from
the Palmer project is that these affordable rental units
are not forthcoming.
To those who would suggest, however, that we
maintain the status-quo any longer are turning their
backs on the problem. We must begin to find a way
that factory and farm workers , immigrants and aliens ,
can live in units that meet minimum Building and Safety
requirements . We can no longer tolerate slum lords
charging $150 - $200 per month for plywood shanties
and other dilapidated structures. It is not fair to
those forced to live there and it is not fair to other
residents and businesses in Moorpark who suffer the
negative impacts .
Juana. and Pabl Baez will not be the last people
displaced by the changes taking place in Moorpark. To
get a head start on this situation I would recommend
that the City Manager administer a Relocation Relief
Fund to aid anyone displaced as a result of condemnation.
I will contribute $300 to the City of Moorpark as a
gesture to encourage the formation of thisso that fund
other concerned citizens and developers might find it , -
