Dennis Delzeit, City Engineer /280-egiu, — DATE: City Council Meeting of October 7 , 1985 SUBJECT: Selection of Route to Future 118 Freeway Extension RECOMMENDED ACTION: Provide guidance to staff regarding future alignment of a route connecting Los Angeles Avenue west of Moorpark Avenue to the possible future extension of the 118 Freeway. BACKGROUND INFORMATION: We have been approached by potential buyers of the Macleod Property and requested to define the design constraints that will be placed upon that development. The central question to be addressed concerns the alignment and necessary right-of-way (R/W) of Gisler Avenue. This question, in turn, hinges upon the possible future extension of the Simi Valley Freeway. The route that CalTrans has adopted for this possible extension is shown in Exhibit "A" . Exhibit "B" indicates that the adopted route of the extension calls for a freeway interchange at a future extension of Gisler Avenue north of the railroad tracks. For this freeway connection to be functional, an underpass or overpass across the railroad tracks will be necessary. The partial right-of-way for Gisler Avenue that was originally dedicated was relatively wide to provide for this under/overpass . Although no design work has been done for the under/overpass , it is anticipated that a similar dedication of R/W may be needed from the adjacent school property (refer to Exhibit "C") . Recognizing the possible need for the future under/overpass in the event that Gisler Avenue is extended to form an interchange with the freeway extension, the EIR for PD-1014 recommends (Exhibit "D") that the project set aside enough R/W for the future grade separation. 799 Moorpark Avenue Moorpark, California 93021 (805)529.6864 Page -2- However, Jack Hallin, the Chief of CalTrans Development Branch C, has indicated that (a) CalTrans does not plan to construct the freeway for at least 20 years, if ever, and (b) if the freeway does happen to be extended sometime in the future, establishing a route connecting it to Los Angeles Avenue would not be considered a major problem at that time. I recommend that Gabbert Road be tentatively designated as the route to connect Los Angeles Avenue to the possible extension of Simi Valley Freeway instead of Gisler Avenue for the following reasons: The connecting route might attract significant volumes 1' of traffic. It would be preferable for this traffic to travel Gabbert Road through an industrial area rather than Gisler Avenue through a residential area. 2 . An under/overpass on Gisler Avenue may require that additional R/W be obtained from the School District property. 3 . CalTrans is not concerned about planning for the possible future extension of the freeway, and feels that a connecting route could be established at the time the freeway is extended. It should be noted that, if approved, this designation is no more than tentative and has no official requirements attached. I further recommend that the originally proposed alignment of Gisler Avenue be realigned so that the street intersects Los Angeles Avenue at a point opposite Liberty Bell Road. This will result in a four-way intersection instead of two offset "T" intersections. C - - ° F I i c: PAR. Exh//B/T C , Poindexter School The project will add traffic to Poindexter Avenue in front of Poindexter School. Child pedestrians will mostly be exposed to this additional traffic during a.m. peak hours. The additional traffic from the project during the a.m. peak hour is expected to average era a about 1 car every two minutes on Poindexter Avenue. We believe this additional exposure will not significantly affect the safety of the children. During the p.m. peak hour the project will add about the same amount of traffic to Poindexter Avenue, but the children should be out of school about two hours earlier. Gisler Avenue Grade Separation If the Simi Valley Freeway is extended westward, Caltrans is proposing to construct ♦ an interchange at the future Gisler Avenue. Gisler Avenue would connect the Freeway and Los Angeles Avenue on the west side of Moorpark High School and Poindexter School. It is assumed that Gisler Avenue would be grade separated over or under the Southern Pacific Transportation Company's railroad tracks. This grade separation would preclude an intersection between Gisler Avenue and Poindexter Avenue. A ♦ connection between the two streets could be achieved via Lassen Avenue to Sierra Avenue or constructing a new street parallel to Gisler Avenue starting where the ♦ grade separation returns to normal grade. The project should set aside enough right- ♦ of-way for the grade separation so it could be constructed in the future. ♦ �— ♦ Without a connection from the project site to Poindexter Avenue, all of the project traffic would have to access the site from Los Angeles Avenue. An indepth analysis of this condition was not studied due to the uncertainty of the freeway extension and ♦ the future traffic volumes using Gisler Avenue to get to and from the freeway. ♦ Experience indicates that the project traffic volumes on Gisler Avenue would be insignificant compared to the traffic volumes associated with the freeway. The development of the proposed project (Tentative Tract 1014) should not create a significant traffic impact on the local roadway system.
