GEDNEY MEMORANDUM City Treasurer TO = The Honorable City Council FROM : Gary Boettcher, Code Enforcement Officer DATE = November 14, 1985 31--TB J E C T : STATUS REPORT ON THE CODE 'ENFORCEMENT PROGRAM The following statements summarizes the status of the Code Enforcement Program (CEP) : During the past two months approximately three hundred violation notices have been issued. Of these, about one hundred have been received as a result of individual citizens filing such a complaint. The remaining two hundred are a result of the area wide survey and issuance of a courtesy type of notice. o As a result of the follow-up process about 75% have corrected the infraction (s) on a voluntary basis at this time . o Of the remaining 25% all indications suggest that better than 95% of the violations are in the process of being abated. • The remaining few percent of the violations will eventually need to be heard and resolved before the Planning Commission or City Council depending on the type of infraction. In summary, the 300 notices translates into approximately 1, 000 individual types of violations of which the percentage breakdown is roughly as follows : a. 35% - Rubbish/trash, open storage of materials and equipment. b. 25% - Abandoned/inoperative or illegally parked vehicles . 799 Moorpark Avenue Moorpark, California 93021 (805)529-6864 The Honorable City Council November 14 , 1985. page 2 SUBJECT: STATUS REPORT ON THE CODE ENFORCEMENT PROGRAM c. 5% - Substandard structures, illegal occupancy of unit, and illegal land uses . d. 4% - Chickens/bees/dogs . e. 31% - Miscellaneous i.e. capital improvements required, screening, attractive nuisances, fire hazards , etc . . The CEP has followed the recommended priorities of abatement as adopted by the City Council on September 16, 1985 . The CEP has had involvement with nume rous other governmental agencies s and departments in the process of resolving the myriad of type of violations that have occurred. The property owner (s) or tenant (s) have been contacted on an individual basis whenever possible in order to define the type of infraction (s) and develop a reasonable time table to correct the situation. The overall attitude of the community is very supportive and cooporative in resolving these infractions and the efforts of the City Council to improve the general living conditions of the community. The CEP maintains a detailed working summary and status of each violation in the office and is available for your review. The Code Enforcement Officer will be at the Council meeting to answer questions . /crl
