SUBJECT: Pavement Conditions of Los Angeles Avenue East of
College View Avenue (Old Route 118)
BACKGROUND INFORMATION:
At a recent meeting, the City Council expressed concern
regarding pavement conditions on the subject street and
asked if it would be appropriate to request CalTrans to
suspend relinquishment proceedings until such time as the
pavement is repaired. A field review of this street reveals
that the pavement is in a good state of repair except within
the immediate vicinity of the railroad tracks. According to
Jack Hallin, Chief of CalTrans Project Development Branch C,
the pavement condition in this area is the responsibility of
the Southern Pacific Transportation Company. Mr. Hallin
also indicated that the roadway relinquishment hq.s already
been recorded.
The southern Pacific Transportation Company has been
requested to repair this crossing, as well as the other two
crossings within the City Limits (refer to enclosed letter).
RECOMMENDED ACTION:
This material is provided for information only, and no
action is required.

Subject: Railroad Grade Crossings in the City of Moorpark
Dear Mr. Skaff:
I would like to take this opportunity to alert you to
the condition of the railroad grade crossings within the
City. There are three of these crossings, all of which are
in a poor state of repair. A field inspection indicates
that the wooden planking at these crossings has deteriorated
and is loose. The asphalt pavement adjacent to and between
tracks is also in need of repair. All three of these
crossings are located on State highways, and two of them
experience extremely heavy truck traffic loads. Due to this
truck traffic, I recommend your consideration of installing
rubber crossing pads at crossings No. E427.4 and E427.0 .
. These crossings are located gn Moorpark Road and Moorpark
Avenue, respectively. The third crossing is designated
E429.6, and is located on Old Route 118 south of College
View Avenue.
Although I realize that rubber crossing pads represent
significant costs, I feel that their long lifetime, low
maintenance, and safer operation warrants their serious
consideration. At the least, all three intersections should
be reconstructed. If major reconstruction will require more
than two months to schedule, the City requests that you
provide temporary patch paving repair at all three
crossings.
