Presentation Concerning Possible City Actions
Concerning the Proposed Truck Scales on Highway 118
The City recently received a response from Cal Trans concerning this
matter. This included a conceptual plan showing probable locations of
the scales and land needed to accommodate ingress/egress. As
expected, the sites are outside the existing City Limits. It indicates
an ultimate 32 foot roadway from centerline with a total of 67 feet
outside of the road right-of-way. The 67 feet consists of a 20 foot
buffer, 12 foot travel lane, 25 foot parking area, and 10 feet for
unspecified purposes. Cal Trans has estimated a cost of $325,000 and
$375,000 for the west and east scales, respectively. These costs
include roadwork, station scale and scale house with restrooms.
As previously reported, the local agency (City) is responsible for
acquisition of right-of-way and utility relocations and hook-ups. No
cost estimate has been prepared for these items. Cal Trans has also
previously estimated a two year process to complete the necessary steps.
It appears the following actions need to be pursued:
1. Discussion with Ventura County regarding possibility of
annexation of necessary land and/or cooperative project to
construct the scales.
Cost estimate of City portion of project:
Land acquisition.
Utility relocation and hook-up.

3. Preparation of final cost estimates and necessary reports to
add this project to the State Transportation Improvement
Program (STIP).
4. Discussion/coordination with CHP and state legislators
concerning staffing of the proposed scales.
5. Continued contact with state legislators concerning
Importance of this matter and other related traffic concerns.
6. Contact with property owners of proposed scale sites.
7. Determination of funding source for City expenditures on this
project. Possible sources include gas tax, traffic safety,
general fund and Gann Funds.
Jack Hallin, Chief, Project Development Branch of Cal Trans is being
Invited to attend the September 7, 1988 Council Meeting to participate
in the discussion of this matter.
Staff Recommendation
1. Direct Mayor Pro Tem Brown and Councilmember Harper to
Include this matter when they meet with Supervisor
Dougherty.
2. Direct City Engineer to present a work authorization for
Council consideration on September 21, 1988 to determine
need and cost estimate for utility relocation and hook-up for
the proposed sites and for compliance with the required STIP
process.
3. Determine funding source for costs of preliminary activities.
4. Direct Staff and/or Council Committee to initiate discussions
with CHP and state legislators concerning funding and any
necessary legislation.
