GILLESPIE Chief of Police MOORPARK, CALIFORNIA City Council Muting of 9-,2 J_ 1989 ACTION: !'04d cpd Griffin Senior Park - Additional Playground Equipment At the April 27, 1988, City Council meeting, the Council unanimously approved additional facilities for Griffin Senior Park. The facilities approved for the park were: 1. Drinking fountain; 2. Bucket swings added to existing swing set; 3. Separate free-standing swings in grass; 4. Add additional barbecues - one for each table. Funding for the facilities was approved to be taken from the unspent appropriation balance of work performed by B.L.M. Construction in 1987. Approximate balance was Four Thousand Six Hundred Forty Dollars ($4,640). In July, 1988, Crown Plumbing Company installed a drinking fountain, and City staff installed a concrete slab for a combined cost of $1,554.00. Funding balance available for additional facilities is $3,086. DISCUSSION: At the September 12, 1988, Parks and Recreation Commission meeting, the Commission reviewed and approved the addition of a free-standing swing 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 EQUIP.GP/PARKS The Honorable City Council Page -2- September 15, 1988 set and tot seats at Griffin Park. Funding for this expenditure to be taken from the appropriated but unspent appropriation as authorized by Council at your April 27, 1988, meeting. As Council is aware, funds from a previous fiscal year are not automatically carried over; they must be appropriated. During the 1988-89 budget meetings with the Commission, staff did not remind the Commission to recommend the unspent balance previously approved by the City Council be reappropriated for 1988-89 fiscal year. If it is the Council's intention to approve the Commission's recommendation, the Council must appropriate the balance of the unspent funds as outlined previously from the unspent portion of the neighborhood park fund. If it is the Council's intention not to approve funding for the additional playground equipment as outlined, then staff would recommend funding of this request be taken from account 05-1147-903-006, Griffin Park Improvements. Council has previously approved $12,000.00 for playground equipment in this account. It should be further noted, if the previously appropriated but unexpended funds from the balance of the 1987 park improvements are not spent, they must be returned. RECOMMENDATION: Chairman Roberts moved and Commissioner Arambula seconded a motion to recommend the addition of: 1. Heavy duty swing set, Model SH610 3 leg unit, 10' high, 6 swings $ 745.00 2. Heavy duty swing seats (6) Model SH10BS including chain and clamps $ 300.00 3. Swing hangers (12) for 3 1/2' O.D. pipe $ 132.00 4. Tot seats (2) fully enclosed $ 96.00 Subtotal $1,273.00 Tax @ 6% 76.38 Shipping & Handling 265.00 Total: $1,614.38 Funds to be appropriated from the unspent appropriation as authorized by Council at their April 27, 1988, meeting.
