Richards, Director of Community Developmen t DATE: August 10, 1988 (CC meeting of 8/17/88) SUBJECT: CODE ENFORCEMENT ACTIVITY REPORT FROM 2/10/88 - 7/19/88 This report is a summary of Code Enforcement activities from February 10, 1988 to July 19, 1988. Background During the current period there were 315 new complaints, plus 87 pending complaints carried over from the last period July 6, 1987 to February 9, 1988 for a total of 402 complaints. Of the 319 cases resolved during the February to July period, there are 83 cases currently still pending. I. Case Statistics A. New Cases 1. Code complaints (private property) 233 2. Cases Pending - Court Level 1. 13840 Los Angeles Avenue - Riddle Equipment Rental This case relates to numerous code violations including zoning, building codes, disable vehicles and trash and debris. A court report has been written and submitted to the City Attorney' s office for prosecution. 2. Vicinity of 450 Moorpark Avenue - Moorpark Transmission Moorpark Transmission is using a prohibited portable sign to advertise their business. Code enforcement will ask the City Attorney' s office to file a formal complaint against the owner. B. Cases Being Appealed LeClub Apartments - appealed to the Planning Commission on July 18, 1988, the Planning Commission upheld the director' s decision. Violation consisted of flags/poles, two billboard signs on and off-site. It is expected that an appeal to the City Council will follow. C. Substandard Structures A First Street structure is substandard due to age and lack of maintenance. The structure is currently being repaired. Property owners are being notified and asked to repair the structure. D. Neighborhood Clean-up Program Neighborhood clean up program is scheduled for Saturday August 13, 1988 from 9:00 a.m. - 4:00 p.m. The clean up will take place at the north east corner of Spring Road and Flinn Avenue. E. Home Occupation Permits There are twelve home occupation permits in process. An additional five applications have been approved, and two were denied. F. Realignment of Bail Schedule Bail realignment is postponed until January 1989, when the court installs a new computer system. Ventura cities have been asked to readjust bail schedule to provide uniformity. This may includes changing some of our code numbers. G. Newsrack City Attorney is currently researching means to control material which is objectionable to some residents. H. Tanner Plan Staff report completed and submitted to the City Council on April 27, 1988. I. Building and Zoning Code Violations Code Enforcement has resolved seven of the nine substandard structures since last February. The remaining 27 complaints relate to building structures without zoning approval or building permits. J. Overcrowding/Substandard Living Conditions (i.e. people living in sheds, converted garages, and trailers) Code enforcement is currently working with owners of 11 residences to eliminate overcrowding and bring living conditions up to city standards. Downtown Area (Millard Street, Sarah Avenue, Esther Avenue, etc.) 107 residential complaints 60 vehicles on the street (72 hour parking) 101 resolved 66 pending The following statistics reflect the types of violations being noticed in the downtown area. 1 . Disabled or abandoned vehicles on the street. 60 2. Commercial vehicles in R-1 zone. 2 3. Disabled vehicles on private property. 56 4. Major auto repair in R-1 zone. 33 5. For this reason the number of actual violations are greater than the number of cases on file. The following violations relate only to the 233 new code complaints (on private property only) generated from February 9, 1988 to July 19, 1988. Citywide Statistics Business - incorrect zone. 6 Sign violations. 23 Hazardous Materials 1 Home Occupation 17 House numbers missing. 10 Overcrowding 13 People living in converted garages or sheds. 13 People living in trailers. 7 Sewage (unsanitary) 6 Accumulation of trash and debris. 18 Trash container in public view. 10 Commercial vehicles parked in residential zone. 10 Vehicles for sale. 12 Disabled vehicle. 85 Major auto repair in residential zone. 44 Parking on other than required surfacing. 35 Structures or vehicles in required yard areas. 15 Building without permits. 27 Substandard structures. 3 Maintaining a pool without adequate fencing. 9 Encroachment permits. 15 Illegal dumping. 1 Tree removal/cutting without permit. 15 V.Short Term Goals (within 6 months) . A. Continue to handle new and pending cases. B. Continue to work with Tanner Plan. C. Set Neighborhood Clean-up Program in downtown area. D. Regulate commercial banners more closely. Develop court report form. VI. Long Term Goals A. Draft a recreational vehicles ordinance (in R-1 zone) . B. Monitor Simi Valley Landfill and write report. C. Develop Sign Ordinance Amendments. E. Better control of M-2 businesses between Los Angeles Avenue and the Simi Arroyo. F. Develop informational reference booklet regarding Moorpark Municipal Code. Conclusion Code Enforcement feels sufficient improvements have been made, especially in the downtown area. There will be a follow up report in October 1988.
