Richards, Director of Community Development DATE: AUGUST 3, 1989 (AUGUST 16, 1989) SUBJECT: CODE ENFORCEMENT ACTIVITY REPORT 4/3/89 - 7/31/89 This report is a summary of Code Enforcement activities from April 3, 1989 through July 31, 1989. Background During the above period there were 1.70 new cases, plus an additional 35 pending cases carried over from the last Code Enforcement Officer for a total of 205 cases that staff has been working on. Of the 205 working cases, 155 cases have been resolved during the months of April through July. There are 50 active cases still pending resolution. I. Case Statistics A New Cases 1. Neighborhood Clean-Up Program The Neighborhood Clean Up Program is scheduled for Saturday, August 26, 1989, 8:00 a.m. - 3:00 p.m. , location site is provided by Santa Paula. Savings & Loan Association and is located at the northeast corner of Spring Road and Flinn Avenue. The program will be assisted by the Rotary Club, Moorpark Jaycees, Boys Scouts, Boys & Girls Club, G. I. Rubbish, Simi Valley Landfill, and the Chamber of Commerce. B. Home Occupation Permits There are four Home Occupation Permits in process. Six applications have been approved and three denied. C. Overcrowding/Substandard Living Conditions (regarding people living in sheds, converted garages, living in rear yards) . The Code Enforcement Officer is currently working occasional Saturdays and two week nights (12:00 noon - 8:00 p.m. ) . Cases received from April 3rd through July 31st totaled 12. There were 3 cases pending from the previous Code Enforcement Officer. Field inspecitons were conducted on June 3, 1989 and letters were sent out to 12 of the 15 complaints of overcrowding requesting that they comply within 15 days of receipt of problems found in living in garages, pre-fabricated buildings and sheds . Program. This list is currently being processed to confirm the allegation of the complaints. Once confirmed, letters will be sent out to the resident found to be in violation. The following streets were found to have some type of violation: Bard Street First Street Sarah Avenue Susan Avenue Dorothy Avenue Harry Street Second Street Ruth Avenue Esther Avenue Millard Street Sherman Avenue Moorpark Avenue Diablo Avenue Whitney Avenue IV. Short term goals (within 6 months) A. Continue to concentrate on the overcrowding related complaints such as living in garages, sheds, back yards primarily in the downtown area. B. Conduct a clean up program to abate abandoned and disabled vehicles on private property. C. Set up a program to standardize the Neighborhood Clean Up program to be conducted twice a year, spring and fall. D. Initiate action on new complaints and observed violations with emphasis on overcrowding cases related. V. Long term goals (6-12+ months) A. To develop an approved bail schedule for certain zoning violations such as vehicle parking/storage in required yard areas. B. Develop amendments to the Municipal Code to allow for a more effective enforcement program such as peddlers permit, sign permit, and home occupation. C. Develop a news article to be published once or twice a month on Code Enforcement - Do's and Don'ts D. Improved Home Occupation permit forms.
