RICHARDS, DIRECTOR OF COMMUNITY DEVELOPMENT DATE: October 10, 1989 (CC meeting of 10/18/89) SUBJECT: ADOPTION OF UPDATED BUILDING CODES . California Health and Safety Code requires that local jurisdic- tions adopt the most recent editions of certain model building codes or codes which provide equivalent safety standards . If lo- cal jurisdictions do not adopt recent codes then state law man- dates their enforcement without amendment after December 31 , 1989 . Adoption of the 1988 Editions of the Uniform Building , Plumbing, and Mechanical Codes and the 1987 Edition of the Na- tional Electrical Code along with certain amendments is recom- mended. BACKGROUND The International Conference of Building Officials is a profes- sional organization of Building and Safety Code Enforcement Offi- cials which has been publishing a model building code every three years, since 1927 . The International Association of Plumbing and Mechanical Officials and the National Fire Protection Association are similiar organizations who publish model codes. for the pur- pose of safeguarding life and property and to encourage unifor- mity in the enforcement of building regulations . The City currently has adopted the Ventura County Building Code which is and amended version of the 1985 Building Codes . This was necessary because Ventura County was providing Building and Safety Services . Another three-year code revision cycle is now complete and the time has come to revise the building codes of the City of Moorpark. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 DISCUSSION The proposed ordinance is written to keep the City of Moorpark' s building laws in close synchronization with the County of Ven- tura . It is important to provide as much uniformity of building laws as possible in order to minimize construction industry con- fusion . It is also important to remain consistent with the County because County Fire Prevention is still involved as reguards fire hazard zone requirements . Fire hazard zone re- quirements are taken from the County Code , unchanged . Most proposed amendments represent no change to existing codes . Certain amendments are proposed which do depart from existing codes . These include : 8 . 07 . 040 The word "agents" is included to clarify that con- tract Building and Safety personnel have the same immunities from legal action as City employees . 8 . 07 . 050 A provision is added to allow the City Manager to enter into mutual aid agreements with neighboring jurisdictions to provide emergency response Building and Safety services . 8 . 01 .040 A provision is added to strengthen and clarify the Building Official ' s ability to require drainage systems for the control storm and excess irrigation water around buildings .
