3. TRAFFIC ENGINEERING
T.E.A.M
Scope: The City is represented each month at the Traffic
Engineering Action Meeting (TEAM). This is a
meeting of the traffic engineering representatives
of the County and all the local agencies that is
held to discuss common traffic problems, learn how
other cities are doing with respect to signal
projects, staffing, traffic modeling, impact study
preparation, etc.
Status: Ongoing. Engineering staff hosted the August
meeting at City Hall.
New Los Angeles Avenue - Moorpark Road Signal Modification
Scope: PD-966 (Mash) is required to install northbound
and southbound left turn phasing.
Status: Estimated completion date is December, 1987.
Maureen Lane - Los Angeles Avenue Signal
Scope: LDM-9 (Annotti) is required to design a traffic
signal at subject intersection. City Engineer
will review plans and specifications and monitor
traffic volumes to determine when signal
construction is warranted.
Status: The signal plan was submitted to the City for
review and returned to developer's engineer for
rgvisions.
Parking Restrictions Within PC-3
Scope: Consideration and review of No Parking along
collector streets within PC-3 area. This parking
restriction will permit the striping of Class-2
Bike Lanes on Mountain Trail Street, Mountain
Meadow Drive and Walnut Creek Street.
Status: This parking restriction is being implemented.
New Los Angeles Avenue Widening (North Side)
Scope: PM-3828 (Southmark) is required to widen New Los
Angeles Avenue between Freeway 23 and the Arroyo
Simi to ultimate width.
Status: Specific construction schedule unknown.

Traffic Control Plans
Scope: The City Engineer reviews traffic control plans
that are required for most encroachment permits
dealing with lane closures. This review and
permit process helps coordinate construction
projects, minimize motorist delay, maximize
safety, and minimize liability. A notable detour
plan currently under review is that for the
extension of the Moorpark Avenue storm drain
across the intersection with Los Angeles Avenue.
Status: Ongoing.
Traffic Studies
Scope: City Engineering staff reviews and comments on
developer sponsored traffic studies. The traffic
studies are required to follow the adopted City
guidelines and identify mitigation measures that
can be implemented.
Status: Ongoing, PD-1065 (TOPA) and PD-1062 (Embassy) were
recently completed.
PC-3 Traffic Study
Scope: The City Engineering staff is conducting a traffic
impact study that encompasses PC-3 (Urban West)
and the entire area south of the Arroyo Simi. The
report will include signal warrant studies, and
cumulative impact analysis.
Status: Ongoing.
Tierra Rejada Road
Scope: Review of the transition from four lanes to two
lanes just westerly of the intersection with
Moorpark Road.
Status: Ongoing.
Moorpark Avenue/High Street Signal
Scope: It is proposed that a conceptual design be
prepared for this intersection.
Status: To be considered by the City Council shortly.

118/High Street Intersection
Scope: Coordinate with Caltrans regarding the
improvement of the 188/High Street intersection to
improve the capacity of the intersection. This
project will be coordinated with the development
of PD-1050, located at the northwest corner.
Status: Ongoing.
4. SPECIAL STUDIES PROJECTS
City Wide AOC Report
Scope: An authorization has been. submitted to prepare a
City wide AOC report. This AOC will encompass the
entire City, will replace the three current AOC`s,
and will incorporate new projects such as the New
Los Angles Avenue Extension.
Status: Authorization pending.
New Los Anaeles Avenue Extension Feasibilitv Stud
Scope: Prepare an alignment study for the extension of
New Los Angeles Avenue between Route 23 and
College View at Highway 118.
Status: This study is underway with a draft report for
Council and Agency review due by mid -July.
Walnut Canyon Watershed Fund
Scope: Proposed transfer of watershed funds and
responsibilities from County to City for storm
drainage improvement in the Walnut Canyon
Watershed Area.
Status: Presently under review by County and City
Engineer.
Happy Camp Drain Improvements
Scope: Ventura County Flood Control and Kavlico are
presently preparing plans and specifications to
extend the Happy Camp Drain southerly of the
Kavlico building to a point south of Highway 118.
Status: Design is presently underway by County Flood
Control.

State/City-Owned Right -of -Way Along Highway 118
Scope: An evaluation of the right-of-way status along
Highway 118.
Status: Authorization pending.
101 Proposed Truck Ban Proposal
Scope: Provide consultation to the City regarding the
proposed ban of trucks on Highway 101.
Status: The project is still in the "talking" stage.
Assessment District Modification Relative to Pacifica
Scope: Coordinate the addition/deletion of certain
properties within the Pacifica subdivision.
Status: Ongoing.
Pardee Reimbursement Agreement
Scope: Administrate the reimbursement agreement between
the City and Pardee for the construction of median
island improvements.
Status: Review of final construction costs is underway.
Flood Hazard Insurance Reports
Scope: Review proposed projects and report on potential
flood hazards relative to the Federal Flood Hazard
Maps.
Status: Ongoing.
Pacifica Block Wall Repair Urban West/Warmington AOC
Reimbursements
Scope: Administrate reimbursements to Urban West and
Warmington relative to AOC improvements.
Status: Under review.
Update of AOC Reports
Scope: Update AOC reports including cost estimates,
project listing and developments.
Status: Authorization pending.
