MINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on May 6, 2024, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Chair Winters called the meeting to order at 5:30 p.m. 2.ROLL CALL: Present: Commissioners Estrella, Morgan, Vice Chair Lousen and Chair Winters. Absent: Commissioner Flame. 3.PUBLIC COMMENTS: None. 4.REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section. None. 5.ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Vice Chair Lousen announced that he attended the Moorpark Earth Festival & Community Yard Sale event on May 4, 2024, and that it was well attended. Vice Chair Lousen announced that he participated in the Apricot Slam Pickleball Tournament on April 27 & 28, 2024 and that 69 teams competed in the tournament. 6.PRESENTATIONS/ACTION/DISCUSSION: A.Parks Tour. The Parks and Recreation Commission and staff toured the following parks in the order listed below. There were no speakers. 12 Minutes of the Special Parks and Recreation Commission Moorpark, California Page 2 May 6, 2024 1.Community Center Park The Commission and staff toured the park and discussed upgrading the play equipment and removing the pour-in-place rubber surfacing and sand in the play area and replacing it with engineered wood fiber. 2.Mountain Meadows Park. The Commission and staff toured the park and reviewed the backstop renovation and the newly installed 20-foot-high foul line fence located on the east side of the south field. A discussion followed about ongoing and potential future measures to address errant balls landing on neighboring properties. 3.Peach Hill Park The Commission and staff toured the park and discussed the batting cage. 4.Monte Vista Park The Commission and staff toured the park and discussed it’s natural landscaping and ‘passive’ park design. 5.Campus Canyon Park The Commission and staff toured the park and observed the playground that was renovated in 2019 and discussed the field usage by residents and youth sports organizations that have agreements with the City for priority use and reduced fees. The Commission and staff also discussed the lack of an Americans with Disabilities Act (ADA) compliant walkway to the restroom and upper field. 6.Magnolia Park The Commission and staff toured the park and discussed its history, design and use by local residents. 7.ADJOURNMENT: Chair Winters adjourned the meeting at 7:26 p.m. APPROVED: __________________________________ Mike Winters, Chair ATTEST: __________________________________ Kimberly Sexton, Administrative Specialist 13
