MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 07/17/2024 Regular Meeting SUBJECT: Consider Presentations from Applicants and Make Appointment to Fill One Vacancy on the Library Board for a Three-Year Term Ending June 30, 2027 BACKGROUND/DISCUSSION The application period to fill one vacancy on the Library Board, created by the June 30, 2024, expiring term of Board Member Linda Goble, opened on May 29, 2024, and closed on July 1, 2024, at 5:00 p.m. To advertise the open position, a press release was issued, notice of the recruitment was prominently advertised on the City’s website and social media feeds, and notices were posted at the Moorpark Library and Community Center. Three applications were received and are attached to the staff report: Morgan Kent Richard Mesa Harsh Tyagi Library Board applicants are required to attend a City Council meeting to give a presentation to the Council on qualifications and interest in the appointment. Just prior to the start of this meeting, the City Clerk will conduct a random drawing of the names of the applicants to determine the order in which they will make their presentation. The City Council’s adopted procedure for appointments in Resolution No. 2022-4097, Policy 2.2.9. is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. Through my work at Moorpark College, I engage with all ages. From local scout groups to professional organizations, I coordinate events with a goal to get them more involved in the College and foster a community spirit. With my work at the Moorpark Chamber, I engage with local business leaders, listen to their needs, create events and opportunities to benefit them and the Moorpark community at large. I was recently hired by the High Street Arts Center to coordinate the Moorpark Apricot Festival. I coordinated with the library to make sure they were a key partner in this event with their story time and booths. The library in particular is important to me as a mother of two young children. I have attended Moorpark, Thousand Oaks and Camarillo library events and believe we could be doing more in Moorpark to support our community and increase engagement with the library. I think the new library space allows for this. I am excited to have my children grow up in a town with a robust library and it would be an honor to be part of that. I believe I should be appointed because my diverse community engagement experience in Moorpark will be an asset to the Library Board. I’ll have been with Starbucks coffee for 30 years. I’m a parent of three grow children who have gone through Moorpark school system and foster parent for over 10 years. At Starbucks I’ve training hundreds of barista and was a certified manager trainer. I have been a big believer in community service voting and serving the public. My goal is to help us the new library and help, envision it full potential to the city. I visit our local library participate in events. Would love to see the city have a greater interaction with it. I also have a passion for reading comics, graphic novels, manga. And raising my own children and fostering youth and interacting with many people, I’ve helped ignite a passion in reading through these books. As I often go to our local lending libraries throughout the city and purchase books from the library to keep them stocked around, my personal favorite one is the one at Flori elementary as that one has the biggest capacity and also seems to have the most traffic flow.
