Pre -Screening Process 9/19/2024 2 •Hecate Grid, LLC filed notice of intention to seek a zoning ordinance amendment. •Chapter 17.44.050 – pre -screening required •The pre-screening provides the City Council and community with an opportunity to consider amendments to the zoning code on a conceptual basis and provide the developer with initial feedback, indicating whether there’s an interest on behalf of the City to pursue the proposed amendments. Analysis •Ordinance No. 515 approved Zoning Ordinance Amendment No. 2023-01. •“Energy Storage”: a device or group of devices capable of storing energy for use at a later time. Energy storage devices may be referred to as batteries or other physical or chemical storage methods. •Chapter 17.20.060.E.8: 9/19/2024 3 Analysis (cont.) •Proposed footnote language: “Nothingwithstanding the description of energy storage within a building in Table 17.20.060.E.8, enhanced screening requirements may be approved as an alternative to placement of energy storage within a building pursuant to a Development Agreement approved in accordance with Chapter 15.40 of the City Municipal Code.” 9/19/2024 4 Analysis (cont.) 9/19/2024 5 Recommendation 9/19/2024 6 Staff recommends that the City Council: •Open the public hearing, accept public testimony and close the public hearing; and •Adopt a Resolution, authorizing the Community Development Director to accept an application to amend Chapter 17.20.060.E.8 (Energy storage within a building) of the Moorpark Municipal Code.
