OF THE CITY OF MOORPARK
Moorpark, California August 22, 2024
A Special Meeting of the City Council of the City of Moorpark was held on August 22,
2024, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:31 p.m.
2. PLEDGE OF ALLEGIANCE:
Mayor Enegren led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Castro, Delgado, Groff(via teleconference),
Means and Mayor Enegren.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Brian Chong, Assistant
to the City Manager; Daniel Kim, City Engineer/Public Works
Director; Jeremy Laurentowski, Parks and Recreation
Director; Doug Spondello, Community Development Director;
Hiromi Dever, Finance Director; Captain Darin Hendren,
Ventura County Sheriffs Office; and Ky Spangler, City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
Consider Resolution Appointing Candidates to the Offices of City Council
District 2, City Council District 4, and Mayor and Canceling the General
1 Municipal Election to be Held on Tuesday, November 5, 2024, for the
Election of Certain Officers and Rescinding Resolution No. 2024-4252.
Staff Recommendation: 1) Consider adoption of Resolution No. 2024-4266
appointing candidates to the Offices of City Council District 2, City Council
District 4, and Mayor and canceling the General Municipal Election to be
held on Tuesday, November 5, 2024, for the election of certain officers and
rescinding Resolution No. 2024-4252 or 2) Take no action and direct the
City Clerk to proceed with the November 5, 2024, General Municipal
Election.

Bruce Rokos, resident, spoke in support of adopting the Resolution.
In response to a Council question, it was noted that there is no conflict of
interest for a Councilmember voting on their own appointment as was
previously confirmed through Fair Political Practices Commission opinion
letter on the subject.
MOTION: Mayor Enegren moved and Councilmember Delgado seconded a
motion to adopt Resolution No. 2024-4266 appointing candidates to the Offices of
City Council District 2, City Council District 4, and Mayor and canceling the General
Municipal Election to be held on Tuesday, November 5, 2024, for the election of
certain officers and rescinding Resolution No. 2024-4252. The motion carried by
unanimous roll call vote.
6. ADJOURNMENT:
MOTION: Mayor Enegren moved and Councilmember Groff seconded a motion
to adjourn the meeting. The motion carried by unanimous voice vote. The time
was 6:44 p.m.
