MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 10/02/2024 Regular Meeting SUBJECT: Provide Direction to Staff on What Issue(s) to Ask Residents for the Custom Questions in the 2024 National Community Survey BACKGROUND/ DISCUSSION On September 17, 2024, the City of Moorpark entered into an agreement with Policy Confluence, Inc. (Polco) to conduct a community survey on resident satisfaction in 2024 and 2026. The City previously conducted such surveys in 2020 and 2022. In 2023, the City was nationally recognized for receiving one of the highest and most improved ratings from residents and received the Voice of the People Award from Polco and the International City/County Management Association (ICMA). The City served as a model for local governments across the country for encouraging resident participation and using data-driven decision making to help shape policies and enhance the quality of life in the community. Polco is a civic engagement technology company that is the nation’s leading survey research company for public sector agencies. Polco produces the National Community Survey (NCS) and has the nation’s largest resident opinion database of more than 50 million Americans. The NCS seeks to measure resident satisfaction with City services and gain insights into how resident satisfaction compares with survey benchmarks from communities nationwide on community livability. The NCS is the most trusted survey recognized by ICMA, the world’s leading organization for local government professionals. The survey is regarded as the standard in local government, and communities that have completed the NCS have improved performance in the delivery of services, strengthened communications with residents and stakeholders, and identified clear priorities used for goal and budget setting. In Moorpark, surveys are sent to approximately 2,800 households during the second week of November and response rates are between 15%-20%. Residents have the opportunity to complete a hard copy or online version of the survey, which are available in both English and Spanish. The survey targets households representing a cross- Item: 9.C. 20 Honorable City Council 10/02/2024 Regular Meeting Page 2 section of all neighborhoods in the community to ensure maximum representation and participation, including hard-to-reach areas. Data collection takes place during the months of November and December and survey results are completed by February. The City’s previous surveys are posted at https://www.moorparkca.gov/1014/National- Community-Survey-NCS-Results. The NCS consists of 12 fixed questions for benchmark comparisons and include the following 10 key facets of community livability: •Economy •Mobility •Community Design •Natural Environment •Safety •Utilities •Parks and Recreation •Health and Wellness •Education, Arts and Culture •Inclusivity and Engagement For the past two community surveys, the City Council has added optional custom questions to determine resident sentiment on local issues. In 2020, the City Council added custom questions on economic development and transportation. In 2022, the City Council added custom questions regarding parks and recreation amenities and mental health. For the 2024 NCS, staff is again requesting direction from the City Council on what issue(s) to ask residents for the custom questions. Such issues may be about long- term revenue strategies, infrastructure, or any other local issue the Council may be seeking broader resident input on. Once the City Council identifies the issue(s), staff will work with Polco in wording the questions, which will be closed ended in nature to allow for easy coding and reporting of data. Based on the length of the question, only two to three custom questions may be included. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT There is no fiscal impact associated with this action since the cost of $23,500 to administer the NCS in 2024 is already budgeted for Fiscal Year 2024/25. The cost of $23,500 to administer the NCS in 2026 will be budgeted for in Fiscal Year 2026/27. 21 Honorable City Council 10/02/2024 Regular Meeting Page 3 COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive but may shape the City Council Goals for the two fiscal-year cycles in 2025/26 and 2026/27.
