MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION
Moorpark Community Center 799 Moorpark Avenue
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on September 3, 2024, at the Moorpark Community Center located at 799 Moorpark Avenue,
Moorpark, California.
1.CALL TO ORDER:
Chair Winters called the meeting to order at 6:34 p.m.
2.PLEDGE OF ALLEGIANCE:
Commissioner Morgan led the Pledge of Allegiance.
3.ROLL CALL:
Present: Commissioners Estrella, Morgan, Vice Chair Lousen and Chair Winters.
Absent: Vice Chair Flame.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director ; Stephanie
Anderson, Recreation Services Manager; and Kimberly Sexton; Administrative Specialist.

None.
5.REORDERING OF, AND ADDITIONS TO, THE AGENDA:

6.ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Vice Chair Lousen commented about receiving positive feedback from the public about
summer recreation programing and thanked staff.
Commissioner Morgan announced that he attended the California Park & Recreation
Society Conference and Expo in March and shared information about a drone lightshow
event that could potentially replace fireworks.
Chair Winters announced that he gave a presentation on Moorpark’s history at the
Moorpark Apricot Festival & Art Fair on May 11, 2024.

Chair Winters announced upcoming recreation programs and events including, open
enrollment for fall classes, a movie in the park on September 14, 2024, and an old school
skate night on September 20, 2024.
7.PRESENTATIONS/ACTION/DISCUSSION:
A.Consider Amendment to Agreement with Moorpark Unified School District for Use
of the Tennis Courts at Arroyo Vista Community Park. Staff Recommendation:
Make a recommendation to the City Council to approve Amendment to the
Agreement with Moorpark Unified School District to change the priority use hours
for the courts at Arroyo Vista Community Park as outlined in the staff report.
Ms. Anderson gave the report.
Daniel Windle, Moorpark High School Tennis Coach and Rob Dearborn, Moorpark
High School Athletic Director answered questions from the Parks and Recreation
Commissioners and Public Speakers.
One public comment was received by email.
Two speaker cards were received during the meeting.
Mel Espinoza, Moorpark resident, emailed in opposition to the amendment to
change the priority use hours for the courts at Arroyo Vista Community Park.
Mike Dubreuil, Moorpark resident, requested that Moorpark Unified School District
make available the tennis team’s schedule for home and away games and that
they discontinue use of the non-priority courts when pickle ball players are in
attendance. Mr. Dubreuil thanked staff for the installation of LED lighting.
Jim Aamoth, Moorpark resident, requested adding language to the amendment
that would clarify when the courts are available.
A discussion followed among Commissioners and staff about the Moorpark Unified
School District’s shared cost for maintenance of the tennis courts, current pickle
ball rules and improved notification regarding priority use of the courts.
MOTION: Commissioner Morgan moved and Commissioner Estrella seconded a motion
to make a recommendation to the City Council to approve Amendment to the Agreement
with Moorpark Unified School District to change the priority use hours for the courts at
Arroyo Vista Community Park as outlined in the staff report. The motion carried by voice
vote, 4-0, Commissioner Flame absent.

MOTION: Commissioner Morgan moved and Commissioner Estrella seconded a motion to
approve the Consent Calendar. The motion carried by voice vote, 4-0, Commissioner Flame
absent.
A.Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
February 5, 2024. Staff Recommendation: Approve as presented.
B.Approval of Minutes of the Parks and Recreation Special Commission Meeting of
May 6, 2024. Staff Recommendation: Approve as presented.
9.ADJOURNMENT:
Commissioner Winters adjourned the meeting at 7:09 p.m.
