Moorpark Community Center 799 Moorpark Avenue Pursuant to Government Code § 54953(b), this meeting will include a teleconference location at the Holiday Inn Sacramento Downtown: 300 J Street, Sacramento, California, 95814. The public shall have the opportunity to address the City Council at this teleconferencing location pursuant to Government Code § 54954.3. All votes during the teleconferencing session will be conducted by roll call vote. The teleconference location is accessible to the public and the agenda will be posted at the teleconference location 72 hours before the meeting. Certificate of Recognition to Finance Department for Receiving the Government Finance Officers Association's Certificate of Achievement for Excellence in Financial Reporting Award for Fiscal Year 2022/23 and its Distinguished Budget Presentation Award for Fiscal Year Beginning July 1, 2023; and the California Society of Municipal Finance Officers Certificate of Award for Operating Excellence for Fiscal Year 2023/24. All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.gov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item. Consider Resolution Amending the Classification Plan Adding the Position of Senior Planner and Rescinding Resolution No. 2024-4262; Consider Resolution Amending the Salary Plan for Non-Competitive Service and Competitive Service Employees Adding the Position of Senior Planner and Rescinding Resolution No. 2024-4263; and Consider Resolution Adopting a Revised Management Benefits Program Adding the Position of Senior Planner and Rescinding Resolution No. 2023-4264. Staff Recommendation: Prior to a motion to adopt the revised Salary Plan Resolution and Management Benefits Resolution, the Mayor shall make an oral summary report for compliance with Section 54953(c)(3) of the Government Code as follows: "Staff is recommending the City Council approve a revised Salary Plan Resolution and Management Benefits Resolution that include adding the position of Senior Planner at Salary Range 62, which is between $82,222.40 and $110,614.40. All Non-Competitive Service employee positions are consistent with the local agency executive definition in Section 3511.1(d) of the Government Code." 1) Adopt Resolution No. 2024- amending the Classification Plan and rescinding Resolution No. 2024-4262; and 2) Adopt Resolution No. 2024- , amending the Salary Plan for Non-Competitive Service and Competitive Service Employees and rescinding Resolution No. 2024-4263; and 3) Adopt Resolution No. 2024- , amending the Management Benefits Resolution and rescinding Resolution No. 2023-4264. Consider Co-Sponsoring the Rotary Club of Moorpark Morning's Holiday on High Street Event. Staff Recommendation: Approve the Cooperative Services Agreement to co-sponsor the 2024 Holiday on High Street event and authorize the City Manager to sign the agreement subject to final language approval of the City Manager. Consider Resolution Granting Easement to Ventura County Waterworks District No.1 at Glenwood Park and Making a Determination of Consistency with the Previously Adopted Mitigated Negative Declaration Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: Adopt Resolution No. 2024- approving the grant of easement to Ventura County Waterworks District No. 1 at Glenwood Park, subject to final language approval by the City Manager and City Attorney and making a determination of consistency with the previously adopted Mitigated Negative Declaration pursuant to the California Environmental Quality Act. Consider Authorizing Recordation of the Notice of Completion for the Monument and Wayfinding Signs at New City Hall. Consider Authorizing Recordation of the Notice of Completion for the Sports Parks Lighting Retrofit Project and Release of Payment Bond in Accordance with the Contract. Staff Recommendation: 1) Authorize the City Manager to sign the Notice of Completion accepting the improvements, and approve Final Contract Pay Estimate to ABM Electrical and Lighting Solutions, Inc.; and 2) Authorize the City Clerk to file the Notice of Completion; and 3) Authorize release of Payment Bond No. 107790399 as outlined in the agenda report.
