BACKGROUND: A newly formed citizens' group, Moorpark Youth Activities Committee, addressed the Parks and Recreation Commission at their January 20, 1988 meeting to state their function. Mrs. Vickie McGowan, president, spoke for the committee. She stated the committee was created for the purpose of providing additional programs and activities for the community youth. She also stated they were nonpolitical , nonprofit and did not want to compete with the City or other groups in the community. The committee solicits funds from various local community groups to aid in supporting their projects such as: movies, plays, dances, etc. This committee will function outside of the City structure and will not be under our insurance umbrella. They are a separate entity from the City. ITEM: The Moorpark Youth Activities Committee is requesting a waiver of building fees for rental of the Community Center for a Valentine Day Teen Dance. Mrs. McGowan indicated they are agreeable to meeting and 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 City Council Moorpark Youth Activities Committee January 14, 1988 Page 2 paying all other requirements and direct costs which include: pro-rated refundable cleaning/security deposit, $150.00 (cost of after function cleanup deducted from this deposit; one day at door ticket sales fee (if required) $10.00; amplified sound permit, n/c; 2 staff maintenance workers, $7 hr./ea. for four hour minimum, $56. 00 minimum; 2 security guards (staff decision as to number required - generally 1 per 100 person in attendance. Additionally, past Park and Recreation Commissioners have required at least 12 chaperons be present at all public teen dances. Fees being requested waived are the room rental fees (Multi-purpose room), $80/5 hrs use; and kitchen fee of $41; $8/1st. hr. and $11/hr. each additional hour. Liability coverage will be handled through the City' s standard hold harmless clause on the City' s Facility Use Permit, as with all other groups renting the Community Center. Mrs. McGowan has talked to myself and the facilities coordinator, Faye Beaver, and is aware of the above referenced requirements. Chairman Roberts moved to recommend to the City Council the building rental fees be waived for the Moorpark Youth Activities Committee to hold a Valentine Day Teen Dance. Seconded by Commissioner Arambula - unanimously approved. In subsequent conservations with Mrs. McGowan, she indicated, she would like the Youth Activities Committee to be a part of the City, functioning as a ad hoc committee or seperate committee to provide programs and activities for the youth of Moorpark.
