TO: The Honorable City Council
FROM: Parks and Recreation Commission •
DATE: January 14, 1988

BACKGROUND:
A newly formed citizens' group, Moorpark Youth Activities Committee,
addressed the Parks and Recreation Commission at their January 20, 1988

Mrs. Vickie McGowan, president, spoke for the committee. She stated
the committee was created for the purpose of providing additional
programs and activities for the community youth. She also stated they
were nonpolitical , nonprofit and did not want to compete with the City
or other groups in the community. The committee solicits funds from
various local community groups to aid in supporting their projects such
as: movies, plays, dances, etc.
This committee will function outside of the City structure and will not
be under our insurance umbrella. They are a separate entity from the
City.
ITEM:

Mrs. McGowan has talked to myself and the facilities coordinator, Faye
Beaver, and is aware of the above referenced requirements.
Chairman Roberts moved to recommend to the City Council the building

hold a Valentine Day Teen Dance. Seconded by Commissioner Arambula -

In subsequent conservations with Mrs. McGowan, she indicated, she would
like the Youth Activities Committee to be a part of the City,
functioning as a ad hoc committee or seperate committee to provide
