Subject: Highway 118 Widening Committee Meeting
As you are aware the two of us represented Moorpark at the March 18 meeting of the
Highway 118 Widening Committee. The meeting was held in the Community Room of the
Simi Valley City Hall. Among those in attendance were representatives from the
cities of Simi Valley, Thousand Oaks, the County of Ventura, CalTrans, Moorpark
College, VCAG, Sen. Ed Davis' office, and Assemblyman Tom McClintock's office.
Below is a brief synopsis of the main topic of discussion, the Highway 118 widening
project:
Project Scope:
Addition of one westbound "climbing" lane for truck traffic on the 118 freeway
between Topanga Cyn. Blvd. and Rocky Peak (see attachment) .
Target Construction Date:
No date certain but construction could begin within a year if plans progress
smoothly.
Funding Sources:
Estimated cost is approximately $1.7 million, utilizing a combination of
State, Simi Valley and possibly some private funds. Jerry Baxter, (213)
620-3874, from CalTrans indicated that provision of some local private sector
funding could significantly accelerate the project. He also suggested that
some funds earmarked for the 405 lane addition project could be shifted to the
118 widening while the 405 is undergoing a major re-study.
The general consensus of those in attendance was that this particular project was
progressing at a favorable pace and that CalTrans was viewed as being cooperative
when working with the local committee. Mention was made of future projects,
including the 23/118 connector. We suggest that the City Council send a letter to
the committee chairperson, Simi Councilmember Vicki Howard, suggesting that the
23/118 connector be adopted as the committee's next project. Furthermore, staff
should contact CalTrans and determine what amount of funding may be available to
divert to the 23/118 connector from the 405 lane addition project. Incidentally,
Mr. Baxter mentioned that CalTrans will usually agree to relax its engineering
standards for roads that are scheduled to be turned over to local governments.
This policy may have some application regarding local efforts to utilize AOC funds
to improve Los Angeles Avenue.
The next meeting of the 118 Widening Committee is tentatively scheduled for
Wednesday, May 20 at 2:30 pm. , at the Simi Valley City Hall.
