SUBJECT : Boys and Girls Club
Attached (Attachment A) are two staff reports regarding; (1) the Historical
Society's investigation of possible use of the Southern California Edison Building
as a future museum site, (2) the Moorpark Boys and Girls Club's desire to acquire
property at the northwest corner of the Community Center Park which was previously
committed to the Historical Society. As stated in the report, City staff was
directed to proceed with a meeting with the appropriate representatives of the
parties involved. This meeting has now been concluded.
Also attached (Attachment B) is a letter regarding the results of the meeting
with the representatives. This letter has been previously distributed to your
City mail boxes for your review. This letter summarizes results of the meeting
and City staff is proceeding per the statements made in this letter.
RECOMMENDATION:
No action is necessary. Please receive and file.

Dear Dick:
Thank you for meeting with Mayor Bud Ferguson, Charles Schwabauer and
myself on the afternoon of Wednesday, November 26, 1986, regarding
space at the northwest corner of the Moorpark Community Center Park.
This letter is to memorialize the results of that meeting for all
parties present. If anyone receiving a copy of this letter has questions
regarding its contents, I would appreciate hearing from them.
As to the actual status of the lease agreement with Southern California
Edison and the Historical Society for the use of the Southern California
Edison Building, located at the corner of Gabbert Road and Los Angeles
Avenue,as a future museum site, Mr. Schwabauer has been informed that
the application is currently pending and has been reviewed with a favorable
finding, but it is still unknown as to the exact date of finalization of
terms and acceptance. Due to this fact, Mr. Schwabauer is reluctant to
release the commitment of the property by the City to the Historical
Society.
Mr. Cameron stated that the modular building, proposed for use as the
Boys & Girls Club which is to be utilized for placement on the Moorpark
Community Center Park property, is not available immediately and in all
likelihood would not be available for a few months. Additionally, Mr.
Cameron stated that an interim measure for facilities may be the exten-
sion of the current permit for use of the Community Center building by
the Moorpark Boys & Girls Club. City staff responded that the application
for the permit can be processed immediately ; however , final determination
of the extension of any facilities permit on a continued-use basis will
be with the Parks & Recreation Commission.
The subject then turned to the matter of City planning processes required
for both the Historical Society's use of the Southern California Edison
Building and the Moorpark's Boys & Girls Club use of the space at the

northwest corner of the Moorpark Community Center Park. It was determined
by staff that this matter should be brought up with the Director of
Community Development for the direction needed for any necessary planning
processes.
The meeting concluded with the understanding that City staff would
investigate the need for any required planning processes. Further,
that City staff would direct the Parks & Recreation Department to
process the extended use application of the Moorpark Boys & Girls Club
and refer to the Parks & Recreation Commission for review. Additionally,
City staff requested a plot plan and site designation plan from Mr.
Schwabuaer to do some intial investigations into the requirements for
any necessary planning permits.
City staff has concluded with initial investigations regarding the
possible planning permit processes with the initial conclusions:
1. That a Conditional Use Permit will be necessary for the use
by the Historical Society of the Southern California Edison
building at the corner of Gabbert Road and Los Angeles Avenue.
It is requested that Mr. Schwabauer contact the City offices
regarding the planning processes necessary for such a permit.
2. That a Planned Development Permit will be necessary for the
use by the Moorpark Boys & Girls Club for use of the space
at the northwest corner of the Community Center Park. It
is requested that the appropriate representative of the
Moorpark Boys & Girls Club contact the City offices regarding
the planning processes necessary for such a permit.
In the interest of all parties concerned, it will be best advised that
all plans and planning processes begin as soon as possible. I will,
of course, be available to assist you should you have questions
regarding this letter and the necessary planning processes and requirements
of the permits.
