Moorpark Community Center 799 Moorpark Avenue
A Regular Meeting of the Arts Commission the City of Moorpark was held on May 21, 2024, in
the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Chair Blaugrund called the meeting to order at 6:05 P.M.
2. PLEDGE OF ALLEGIANCE:
Chair Blaugrund led the pledge of allegiance.
3. ROLL CALL:
Present: Commissioners Blaugrund, De Haz, Flame and Hoberg.
Absent: Commissioner Simons.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Chris Ball, Senior
Management Analyst, and Kimberly Sexton, Administrative Specialist.
4. SPECIAL AGENDA ITEMS:
A. Consider Nomination and Selection of Chair and Vice Chair.
MOTION: Commissioner Hoberg moved, and Commissioner Haz seconded a
motion to appoint Commissioner Blaugrund as Chair. The motion carried by voice
vote, 4-0.
MOTION: Commissioner Hoberg moved, and Commissioner Blaugrund seconded
a motion to appoint Commissioner De Haz as Vice Chair. The motion carried by
voice vote, 4-0.
5. PUBLIC COMMENTS:
Geri Freeland, Director-at-Large of the Moorpark Symphony Orchestra spoke about past
and announced upcoming events.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
(Items to be pulled from the Consent Calendar shall be identified under this section.)

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Commissioner Flame announced that she attended the 2024 Moorpark Chamber of
Commerce Installation Dinner, the Moorpark Apricot Festival, the State of the City Event
and the Moorpark Chamber of Commerce Breakfast.
8. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Report on Moorpark Apricot Festival and Art Fair. Staff
Recommendation: Receive Verbal Report.
Mr. Ball gave the verbal report.
There was one speaker.
Ken Rayzor, General Manager of the Moorpark Foundation for the Arts spoke
about the Moorpark Apricot Festival and Art Fair that was held on May 11, 2024.
CONSENSUS: Received verbal report.
B. Consider Options for Programming Sculpture Garden at New Moorpark Library.
Staff Recommendation: Provide a recommendation regarding the proposed
options for programming artwork for the Moorpark Library Sculpture Garden.
Mr. Ball gave the verbal report.
There were no speakers.
MOTION: Chair Blaugrund moved and Commissioner Hoberg second a motion to direct
staff to explore an option for one permanent and two rotating artwork installations for the
Moorpark Library Sculpture Garden. The motion carried by voice vote, 3-1 with
Commissioner Flame dissenting.
C. Consider Regular Meeting Schedule, Time and Place. Staff Recommendation:
Approve the 2024 regular meeting schedule of quarterly on the third Tuesday of
February, May, August, and November, starting at 6:00 p.m. at the Moorpark City
Hall Community Center, 799 Moorpark Avenue, Moorpark, CA 93021.
Ms. Sexton gave the report.
There were no speakers.
MOTION: Commissioner Hoberg moved and Chair Blaugrund second a motion to
Approve the 2024 regular meeting schedule of quarterly on the third Tuesday of February,
May, August, and November, starting at 6:00 p.m. at the Moorpark City Hall Community
Center, 799 Moorpark Avenue, Moorpark, CA 93021. The motion carried by voice vote,
4-0.

8. CONSENT CALENDAR:
MOTION: Chair Blaugrund moved and Commissioner Hoberg seconded a motion to approve
the Consent Calendar. The motion carried by voice vote, 4-0.
D. Approval of Minutes of the Arts Commission Regular Meeting of November
21, 2023. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Chair Blaugrund adjourned the meeting at 7:07 P.M.
