MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: John Bandek, Economic Development Manager DATE: 11/20/2024 Regular Meeting SUBJECT: Consider Adoption of the City of Moorpark 2025-2029 Economic Development Strategic Plan BACKGROUND On September 6, 2023, the Moorpark City Council awarded a contract to PFM Group Consulting to support the development of the City’s first-ever Economic Development Strategic Plan (EDSP). This initiative aligns with City Council Goals, as well as the priorities set forth in the Economic Development Element of General Plan 2050. The development of the EDSP is driven by the feedback and vision of Moorpark’s residents and visitors, and serves as a strategic roadmap aimed at bolstering business growth, attracting investments, and fostering a resilient economic ecosystem, all while preserving Moorpark’s unique character and small-town feel. DISCUSSION The City of Moorpark's Economic Development Strategic Plan reflects the input and aspirations of residents, business owners, and community stakeholders. Developed through extensive public engagement, including surveys, focus groups, and virtual and in-person workshops, the EDSP is a strategic framework designed to foster sustainable growth and enhance Moorpark’s unique character. The EDSP also incorporates feedback regarding economic development that was provided during the General Plan update. Based on extensive community feedback and thorough data analysis, the EDSP recommends four goals that aim to shape Moorpark's economic future. These goals are further broken down into a total of 26 implementation strategies and 48 actions, providing a clear roadmap for each goal, which are found in the attached EDSP document. The four EDSP goals are listed below. Item: 9.B. 21 Honorable City Council 11/20/2024 Regular Meeting Page 2 ECONOMIC DEVELOPMENT STRATEGIC PLAN GOALS 1. Diversify dining, shopping, and entertainment options Moorpark’s current dining, shopping, and entertainment options serve the community but fall short of fully reflecting local demand or attracting nearby visitors. Expanding these offerings will strengthen Moorpark’s appeal, increase local spending, and establish the City as a regional destination. This goal aims to enhance Moorpark’s reputation and provide new opportunities that resonate with residents and draw patrons from surrounding communities, boosting both the economy and community vibrancy. 2. Attract high-quality jobs and expand the advanced manufacturing sector Moorpark boasts a strong base of manufacturing employers, particularly in the aerospace, drones, and auto and motorcycle industries, and is also located near major biotech firms. These established assets create a solid foundation for expanding Moorpark's advanced manufacturing sector, positioning the City for future economic growth and increased resilience. A thriving advanced manufacturing sector not only contributes to the City’s economic prosperity but also holds substantial potential for local employment, providing Moorpark residents with greater access to high-quality job opportunities. This goal focuses on fostering growth within these critical industries while strengthening connections between residents and high-skill job pathways in advanced manufacturing. 3. Retain, empower, and leverage existing businesses and assets for economic growth Moorpark’s established local businesses and assets are integral to the community’s identity and enjoy strong support from residents. This goal focuses on empowering these businesses to thrive and building connections between them and valuable local opportunities—such as partnerships with large employers—to drive growth and reinforce Moorpark’s economic foundation. 4. Promote Moorpark’s unique small-town character regionally Moorpark’s small-town character is one of its most distinctive assets, with High Street as one of the only true “main street” environments in eastern Ventura County. This cherished quality not only resonates with residents but also has the potential to attract visitors from neighboring areas. This goal aims to enhance Moorpark’s small-town charm—especially along High Street—and promote it regionally as an economic driver that supports the success of locally owned, independent businesses. 22 Honorable City Council 11/20/2024 Regular Meeting Page 3 COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE These goals, along with the broader strategic plan, were presented to the Community and Economic Development Committee (CEDC) on November 5, 2024. The CEDC, which includes Mayor Pro Tem Means and Councilmember Groff, reviewed the EDSP and recommended it for adoption by the City Council. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT Costs associated with implementation of the EDSP are primarily staff costs and will be funded by the existing Community Development Department – Economic Development Division budget. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Goal 2, Objective 1 (2.1): Economic Development Strategy. COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE RECOMMENDATION Adopt the City of Moorpark 2025-2029 Economic Development Strategic Plan.
