MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 12/04/2024 Regular Meeting SUBJECT: Consider Dates for Regularly Scheduled City Council Meetings for Calendar Year 2025, Annual Budget Workshop Special Meeting, and Standing Committee Meeting Schedule for Calendar Year 2025 DISCUSSION Moorpark Municipal Code Section 2.04.10 establishes the City Council regular meetings for the first and third Wednesday of each month. Each year staff presents a calendar to the City Council outlining which dates regular City Council meetings will occur, and to denote the regular or planned meeting dates for the City’s Commissions and Library Board. In providing the annual calendar for City Council meetings, staff considers national holidays, anticipated training and conferences, and a summer “dark” period. Staff is requesting the City Council provide any feedback and adopt a calendar for the regularly scheduled City Council meetings for year 2025 that includes the regular meeting cancellations as follows: • January 1 (New Year’s Day) • March 19 • August 6 and August 20, providing a six-week summer recess Annual Special Meeting / Budget Workshop Each year, the City Council convenes a special meeting for the dedicated purpose of reviewing the City’s proposed Budget for the upcoming fiscal year and Capital Improvement Projects (CIP) for the upcoming seven-year period. The meeting provides Council the opportunity to ask questions and give direction to staff on changes requested prior to formal consideration and adoption of the Budget and CIP. For planning purposes, staff requests City Council set May 28, 2025, as the date for the annual Budget Workshop. Item: 10.B. 385 Honorable City Council 12/04/2024 Regular Meeting Page 2 Standing Committee Meeting Schedule At tonight’s City Council meeting, reorganization took place with Councilmember Delgado being appointed as Mayor Pro Tem for the 2024-2025 term. The Mayor Pro Tem serves as a member of the Administration, Finance, and Public Safety Standing Committee with the Mayor, and the immediate past Mayor Pro Tem (Councilmember Means) serves as an alternate. City Council Policy 1.2.6, Standing Committees - Meeting Schedule, states the regular meeting schedule for Standing Committees is to be approved by minute action of the City Council at the reorganization meeting. The change to the Administration, Finance, and Public Safety Committee membership reflects the Mayor Pro Tem rotation occurring this evening. The Community and Economic Development and Public Works and Transportation Committees will reflect the appointments made by the City Council as part of Agenda Item 9.B. this evening. Proposed days and times for Standing Committee meetings remain unchanged. The current Standing Committee representation is as follows: 1.
