TEEN COUNCIL
REGULAR MEETING MINUTES
September 11, 2024, 5:00 p.m.
Arroyo Vista Recreation Center,
4550 Tierra Rejada Road
1. CALL TO ORDER:
The meeting was called to order at 5:05 p.m. by Recreation Services Manager,
Stephanie Anderson.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Parks and Recreation Director, Jeremy
Laurentowski.
3. ROLL CALL:
Present: Noam Adler, Charlea Moore, Eve Luekenga, Gauranash Tyagi, Bianca
Gagajena, Everly Moore, Michael Stevenson, Elijah Luekenga, Katelyn
Craft, Zoey Jeong, Alison Jimenez, Caden Hafer, Abraham Jeong, Dylan
Montelibano, and Allison Mendelson
Absent: None.
Staff: Parks and Recreation Director, Jeremy Laurentowski, Recreation Services
Manager, Stephanie Anderson, and Recreation Coordinator I, Hilary
Kleiman.
4. PUBLIC COMMENT:
None.
5. DISCUSSION / ACTION ITEMS:
A. Welcome and Introductions
i. Recreation Services Manager, Stephanie Anderson, welcomed the Teen
Council members serving for the 2024-2025 term. Members went
around the room and introduced themselves.
B. Overview of Meeting Rules, Policies & Procedures
i. Recreation Services Manager, Stephanie Anderson, reviewed City of
Moorpark policy PRCS-6 on Teen Council, and discussed updates to the
goals, organization, attendance policy, and responsibilities of the Teen
Council.

ii. Brown Act Summary - Recreation Services Manager, Stephanie
Anderson, discussed the Brown Act and its importance as it relates to the
Teen Council.
C. Elect Officer Positions
i. Recreation Services Manager, Stephanie Anderson, explained the duties
of the officer positions of Chair, Co-Chair, and Secretary. Teen Council
members who were interested in assuming a position gave their reasons
to the rest of Teen Council, which ultimately resulted in a vote for
positions. Member Abraham (Abe) Jeong was voted the Chair of the
Teen Council, member Alison Jimenez was voted
Co-Chair, and member Zoey Jeong was voted Secretary.
D. Teen Council Meeting Calendar
i. Recreation Services Manager, Stephanie Anderson, shared a tentative
calendar for Teen Council meetings through the end of the term. A
discussion ensued amongst the members where other days and times
were proposed. Ultimately it was decided to keep meetings on the 2nd
and 4th Wednesday of each month at 5:00pm as detailed on the meeting
calendar.
E. Ad Hoc Committees
i. Recreation Services Manager, Stephanie Anderson, explained Ad Hoc
committees and the following Ad Hoc Committees were proposed:
Governmental, Teen Outreach, and Events. During this discussion.
Parks and Recreation Director, Jeremy Laurentowski, discussed having
representatives from Teen Council, namely the Chair and/or co -Chair in
attendance at a future Parks & Rec Commission meeting. Teen Council
members will consider recommended Ad Hocs and which they would like
to be appointed to for the next meeting.
F. Event Dates
i. Recreation Services Manager, Stephanie Anderson, shared the City of
Moorpark Recreation Division’s tentative event calendar for 2024-2025.
While dates are still being decided for 2025, the Teen Council were able
to see approximate dates and the number of events that are held. Teen
Council members will discuss dates and bring back recommendations at
the next meeting.
6. ANNOUNCEMENTS/FUTURE AGENDA ITEMS:
A. No announcements from Teen Council members
B. Teen Council members discussed new event promoting anti-drug
awareness.
C. Teen Council members were advised that Ad Hoc committees will be
appointed at the next meeting.
