Project Background - 2020
•April 29, 2020: City Council allocated remaining Tax Allocation Bonds
issued in 2006 toward capital improvement projects that benefit the
former Redevelopment Agency boundary area.
Millard Drain Improvements - $250,000
High Street Streetscape - $1,500,000 (total)
Sidewalk Rehabilitation, CIP M0050 - $273,324 (completed in 2022)
•October 7, 2020: City Council adopted Resolution No. 2020-3949,
approving a mixed-use residential project known as the High Street
Depot
High Street Depot Development Project
•Mixed-use development with 79 residential units and approximately 13,500 square feet of commercial/ retail space.
•Provide enhanced public spaces with improved landscape, building frontage architecture, and connectivity to the Metrolink station.
•The Daly Group will be responsible for the onsite private improvements.
•The City will be responsible for the design and construction of the street frontage improvements within the public right-of-way.
High Street Depot Streetscape Improvements
•City staff initiates CIP C0009, High Street Improvements
•May 3, 2023: City Council awards a Professional Services Agreement to Stantec Consulting Services to provide engineering design services
•Two main design objectives:
1. Maintain a uniform, streetscape design that is both consistent with the original High Street Depot design intent and that there is no aesthetic distinction between private property and the public right-of-way.
2. Provide pedestrian connectivity between both sides of High Street to “activate” the downtown experience for pedestrians, residents, business owners, commuters, and retail patrons.

Scope of Improvements/Design Components
•Consistent streetscape aesthetics and landscape architecture
•Curb extensions/bulb-outs
•Rectangular Rapid Flashing Beacons (RRFB)
•ADA access ramps
•Pavement rehabilitation
•Pedestrian crossing improvements and bike lanes
•Street furnishings
•Approximately 1,100 feet of new sidewalk, curb, and gutter
•Utility infrastructure improvements (storm drainage, water)
•Electrical improvements for future special events

Community Outreach
•City hosted 2 in-person, outreach meetings on August 5th and 6th
•As a follow-up, staff launched a website to solicit more comments
and feedback from the public.
•Common theme of feedback received:
More wayfinding and directional signage to High Street and public parking
areas
On-street parking (new restrictions, bulb-outs)
Public safety enhancements for future events

Plans and Specification Review
•Plans and Specifications, MPK No. 24-01 and Drawing No. 24-ML-11112, were prepared by Stantec Consulting and their sub-consultant design team MJS Landscape Architecture and Gray Electrical Consulting + Engineering
•The City Engineer/Public Works Director has reviewed the Plans and Specifications and has determined that the documents were prepared in accordance with Public Works Standards for construction.
•The Parks and Recreations Director has reviewed the landscape and irrigation drawing and has determined that the documents are in conformance with the City’s Landscape Standards for High Street.
Fiscal Impact
•There is no fiscal impact at this juncture.
•Staff will return to Council with a total construction cost after
construction bids are received.
•Staff and Stantec Consulting estimates the following construction
cost:
Staff Recommendation
1. Consider, review, and approve the Plans and Specifications for the
High Street Improvement Project (C0009), Specification No. MPK
24-01 and Drawing No. 24-ML-11112, subject to final language by
the City Manager and City Engineer/Public Works Director; and
2. Authorize staff to advertise and obtain construction bids for the
High Street Improvement Project (C0009), Specification No. MPK
24-01 and Drawing No. 24-ML-11112; and
3. Authorize staff to request proposals for professional services for
construction engineering, management, and inspections services
for the High Street Improvement Project (C0009), Specification No.
MPK 24-01 and Drawing No. 24-ML-11112.

Authorization to obtain construction bids
1/22/2025: Advertise and solicit construction bids (4 weeks)
2/14/2025: Construction bid opening

3/5/2025: Contract Award

10/1/2025: Substantial construction completion (6-months)
