SUBJECT: Consider Appointment of a City Council Ad Hoc Committee to Identify
Additional Community Benefits Provided by the Moorpark Chamber of
Commerce to the City of Moorpark
BACKGROUND
On November 20, 2024, the City Council requested the establishment of an Ad Hoc
Committee to meet with the Moorpark Chamber of Commerce (“Chamber”) to identify
additional community benefits that can be provided by the Chamber to the City. The
direction was provided as part of the discussion regarding repairs to the broken sewer
line and repaving the parking lot at 18 East High Street where the Chamber leases the
City-owned building and site for $1.00 per year. Making these capital improvements
represents a significant investment to the City and the City Council sought to identify what
other additional benefits the Chamber could contribute to the community to justify these
repairs and improvements. These community benefits may include cost recovery
contributions from the Chamber to the City through Chamber services and/or assistance
with the implementation of the City’s Economic Development Strategic Plan.
Under terms of the current lease agreement between the City and Chamber, the Chamber
is required to provide certain programs and services in exchange for the rental subsidy of
the building and site at 18 East High Street. The programs and services the Chamber
currently provides the City includes marketing the City’s economic development
programs, allowing City representatives to attend Chamber events at no cost, organizing
networking events and ribbon cuttings, allowing non -profits and civic organizations to use
the building space, and offering business assistance to existing and prospective
businesses.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.

FISCAL IMPACT
There is no cost associated with formation of the ad hoc committee .
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Appoint two members of the City Council to serve on an Ad Hoc Committee to identify
additional community benefits provided by the Moorpark Chamber of Commerce to the
City of Moorpark.
