SUBJECT: Consider Presentations from Applicants for Arts Commission, Parks
and Recreation Commission, and Planning Commission
BACKGROUND
The Moorpark Municipal Code (MMC), Title 2 (Administration and Personnel), created
the City’s Arts, Parks and Recreation, and Planning Commissions. Among other
provisions, the MMC establishes the membership, terms of office (two-year terms), and
the nomination and appointment procedures for these bodies. All five positions for
these three Commissions are appointed at the same time.
The recruitment to fill five vacancies each for the 2025-2026 term on the Arts
Commission, Parks and Recreation Commission, and Planning Commission opened on
October 22 and closed on December 2, 2024, at 5:00 p.m. with 17 total applications
received. It should be noted that one applicant has applied for consideration for both
the Parks and Recreation Commission and Planning Commission.
City Council Policies Resolution No. 2022-4097 Policy 2.2.7 states applicants for the
Arts Commission, Parks and Recreation Commission, and Planning Commission must
attend a regular or special City Council meeting to make a brief presentation on
qualifications and interest in the appointment. In order to provide applicants certainty on
when the presentations would be heard, the recruitment announcement specified
December 18, 2024, as the meeting date, and reiterated that in-person appearance is
required. All applicants have been invited to attend tonight’s Council meeting to provide
their three-minute presentations. Should the City Council wish to waive the in-person
attendance requirement and allow for remote attendance, a motion to set aside Council
Policy 2.2.7 would be in order. All applications are attached herewith for public
information.
The City Clerk will conduct a random drawing of the names of the applicants scheduled
to present on December 18 just prior to the start of the meeting to determine the order
in which they will speak.

DISCUSSION
Following is an alphabetical list of the applicants who have indicated they will attend a
City Council meeting to provide a presentation:
Arts Commission (5 Applicants)
In the case of the Arts Commission, only applications from current Commissioners were
received. Pursuant to City Council Policy Resolution Section 2.2.7, applicant
presentations are not required when only incumbent for the expiring appointments have
reapplied. Accordingly, Arts Commission applicants may be reappointed by the City
Council without receiving presentations from the incumbent Commissioners.

The Council’s Policy Resolution also provides the procedure for nominations and
appointments as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Hear presentations from applicants and appoint five (5) Commissioners each, to serve
on the Arts Commission, Parks and Recreation Commission, and Planning Commission
for a two-year term expiring December 31, 2026.

I am excited about again applying to serve the city of Moorpark on the Parks & Recreation Commission. I
wanted to disclose that I have also submitted an application to serve on the Moorpark Planning
Commission. While I am happy to serve in either capacity, my first preference would be to serve the city
on the Planning Commission. I began my career in education in the Moorpark Unified School District in
1990 and was a History and English teacher at Mesa Verde Middle School from 1996-2004. I have served
as a school site and district level administrator since 2004 and am currently the Director of Student
Services at the Ventura County Office of Education. I hold a bachelor’s degree in history, a
bilingual/multicultural teaching credential, a master’s degree in educational administration, and a
California school administration credential. For many years, my family and I have been very active in and
greatly benefited from Moorpark’s exceptional system of parks and recreational activities.

presentations and historical walking tours to many organizations and individuals in our city. I also served
on the board of directors of Moorpark AYSO and was active over the years with the Simi Valley Moorpark
Management Association, a local charter of the Association of California School Administrators (ASCA),
where I served as Vice President and President. I currently serve on the board of directors for the
California Association of Supervisors of Child Welfare and Attendance, am the chair of the Ventura County
School Attendance Review Board (SARB) and was selected by the California Department of Education to
serve on the CA State SARB.

In 2022, I was appointed to the Moorpark Parks & Recreation Commission, where I have served for the
past two years. I was also appointed two years ago by Supervisor Parvin to represent District 4 on the
Ventura County Cultural Heritage Board. I currently serve as chair on both the Parks & Recreation
Commission and the VC Cultural Heritage Board. In 2020, I was appointed a member of Moorpark’s
General Plan Advisory Committee (GPAC) and served for 2 years until the General Plan was approved. In
my capacity as a Parks and Recreation Commissioner, I volunteered to serve on an Ad Hoc committee to
review requests for proposal (RFPs) for the development of the city’s new Parks and Recreation Master
Plan. It is my hope to use the knowledge gained by serving on the Parks and Recreation Commission to
provide continued leadership and guidance in the planning and development of parks and recreation
policies, facilities, and community programming.

As a life-long resident of Moorpark, it is very important to me to be actively involved in supporting our city

Mark is founder and principal of Moorpark, California based
DiCecco Architecture, Inc. (DAI). A native of Los Angeles, he
comes from a family of successful contractors in the housing
industry. He has lived in Moorpark with his wife for over 30 years.
He has 4 children and 5 grandchildren.
Committed to lifelong learning, he has a Doctor of Architecture
from the University of Hawaii and a Bachelor of Architecture
from Cal Poly Pomona. His educational experience also includes
University of Copenhagen and Harvard Graduate School of Design.
His doctoral dissertation proved it possible to develop dense
suburban housing in a sustainable, cost efficient, community-
based model.
He is a licensed architect in four states, NCARB certified, and a
LEED Accredited Professional. He has taught architecture at
Woodbury University and UCLA Extension. He has been a featured
speaker at local housing conferences.
His design experience ranges from playhouses auctioned off for
a cause to 700 acre master planned mixed use developments.
He thrives where the needs of the Client, the Jurisdiction, and the
Community meet, where the environments between the buildings
and the communities they fit in are more important than the
buildings themselves.
This experience represents over forty five years in the design and
construction industry and thirty five years of continuous practice
at DAI.
His volunteer efforts include those to churches, shelters, service
organizations, non-profit homebuilders, and in the local community
with the school district, high school and community college. He
is a Planning Commissioner for the City of Moorpark (from 1998-
2020 and now currently since 2023), and was Chair of Moorpark’s
General Plan Advisory Committee.
When not working or volunteering, he spends as much time
possible with his family in the outdoors of California or competing

Electrical Signage contractor with 28 years of experience in the business, I've worked in Moorpark, every

signage into existing buildings and shopping centers combined with writing sign programs to make
signage harmonious with new construction has provided me with perspective about design, layout and
appearance of a wide variety of industrial and commercial properties. I've researched and written sign

I served as a Moorpark Planning Commissioner for 18 months reviewing submittals, evaluating and
commenting on proposals and providing input to the City Council. I understand how to work with City staff

County Supervisors office where I gained additional insight to ADU's, Junior ADU's and how they relate to
Planning throughout the state of CA. I have also worked on land use issues and how the County and City

teaching credential, a Master of Arts degree in Educational Administration, and a California school
administration credential. Over the years, I have received training on many topics including school and
student safety, cultural biases, anti-bullying, active shooter response, etc. I serve on the board of
directors for the California Association of Supervisors of Child Welfare and Attendance, am the chair of the
Ventura County School Attendance Review Board (SARB), and was selected by the California Department
of Education to serve on the CA State SARB.

Supervisor Parvin to represent District 4 on the Ventura County Cultural Heritage Board, which reviews
submissions for structural modifications of historic sites and landmarks in Ventura County and reviews

involvement with the GPAC, Parks & Recreation Commission, and Cultural Heritage Board have given me

assist in the successful implementation of Moorpark's new General Plan.
