MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 12/18/2024 Regular Meeting SUBJECT: Consider Presentation from Applicant for Santa Monica Mountains Conversancy Advisory Committee and Appointment of a Representative to Serve a Two-Year Term BACKGROUND As part of the establishment of the Santa Monica Mountains Conservancy and the subsequent creation of the Santa Monica Mountains Conservancy Advisory Committee (SMMCAC) in 1991 under the California Public Resources Code, the City of Moorpark received a seat on the Advisory Committee beginning in 1992. Historically this position has been filled by a Councilmember. Following City Council reorganization in 2020 and as part of the Council Appointments process, staff was directed to open a recruitment for interested members of the public to serve a two-year term, and on January 6, 2021, the Council appointed resident Bruce Thomas the SMMCAC. Following Council reorganization in 2022, a recruitment was directed and on December 21, 2022, resident David Ross was appointed as the City’s representative. Mr. Ross was unable to complete his term and following a recruitment to fill this unscheduled vacancy, resident Dr. Roseann Mikos was appointed to complete the term scheduled to conclude on December 31, 2024. At its reorganization meeting on December 4, 2024, Council Appointments were made with Council directing that interested applicants would be considered at its December 18, 2024, meeting following the close of the active recruitment. DISCUSSION In anticipation of the City Council wishing to consider a citizen-appointment for the 2025-2026 term on the SMMCAC, the City Clerk’s Office initiated recruitment on November 13, 2024, seeking individuals interested in filling the upcoming vacancy. Recruitment closed on Monday, December 9, 2024, at 5:00 p.m. One application from the incumbent representative, Dr. Roseann Mikos, was received and is attached to the staff report as public information. Item: 9.B. 118 Honorable City Council 12/18/2024 Regular Meeting Page 2 It is recommended that the City Council receive a presentation from the applicant, not- to-exceed three (3) minutes, on qualifications and interest to serve on the Committee. Following the presentation, the Council is asked to consider appointment, or alternatively may direct that a subsequent recruitment be conducted. The Council’s Policy resolution provides the procedure for appointments as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. I gained valuable experience doing so. Since being reappointed to serve from 09/11/2023 to present, I have gained more experience. I would like to be reappointed by the City Council, as I feel that I have been a very effective representative and would be so again. Clearly, I will have more experience with SMMCAC than could any other applicant. I know all the players at the conservancy, having built these relationships over more than 20 years and I believe that it would benefit the City of Moorpark as well as the SMMC and SMMCAC to reappoint me to serve on the advisory committee. I also have significant knowledge of the entire Santa Monica Conservancy Zone jurisdictions and the issues facing them because of my long experience on the committee. Was an advisor for students in Grades 1 -8 during this one-year open plan school experience. • Was one of two district teachers selected to participate in a practicum on open education at the K -14 laboratory school of Mankato State University—the model upon which District #70's open school program at Butterfield School was based. Establishment and Functions of the Santa Monica Mountains Conservancy [33200 - 33215] ( Chapter 3 added by Stats. 1979, Ch. 1087. ) (a) The Santa Monica Mountains Conservancy Advisory Committee is hereby created. The advisory committee consists of 26 members, as follows: (1) Fifteen representatives of local governments from jurisdictions including the Santa Monica Mountains, one of whom shall be appointed by the Mayor of the City of Los Angeles, one of whom shall be appointed by the Board of Supervisors of the County of Los Angeles, one of whom shall be appointed by the City Council of the City of Thousand Oaks, one of whom shall be appointed by the Board of Supervisors of the County of Ventura, one of whom shall be appointed by the City Council of the City of Agoura Hills, one of whom shall be appointed by the City Council of the City of Westlake Village, one of whom shall be appointed by the City Council of the City of Malibu, one of whom shall be appointed by the City Council of the City of Calabasas, one of whom shall be appointed by the City Council of Burbank, one of whom shall be appointed by the City Council of Glendale, one of whom shall be appointed by the City Council of La Canada-Flintridge, one of whom shall be appointed by the City Council of Pasadena, one of whom shall be appointed by the City Council of Sierra Madre, one of whom shall be appointed by the City Council of South Pasadena, and one of whom shall be appointed by the Board of Supervisors of Los Angeles County to represent the unincorporated communities within the jurisdiction of the East Rim of the Valley Trail Corridor, after consultation with the Town Council of Altadena and the Crescenta Valley Town Council. (b) The appointing powers shall make every effort to ensure that the ethnic and racial composition of the advisory committee reflects the racial and ethnic composition of the population of the state. (c) The advisory committee shall select from among its members a chairperson and a vice chairperson. (d) The members of the advisory committee shall serve without compensation, but shall be reimbursed for necessary expenses incurred in the performance of their duties. (e) The advisory committee has the following duties: (1) Propose and review projects for conservancy action and report to the conservancy regarding the conformity of the projects with the plan. (2) Review proposed amendments to the plan. (3) Provide opportunities for public participation.
