SUBJECT: Consider Appointment of a City Council Ad Hoc Committee to Review
Proposals for Executive Recruitment Services for a City Manager

BACKGROUND
City Manager Troy Brown has informed the City Council of his intent to retire and has
given written notice that his last day of work will be June 30, 2025. Staff recommends
engaging a professional recruitment services firm to assist in sourcing and screening
applicants for the City Manager position. With the advance notice provided by Mr. Brown,
the City is in a fortunate position to conduct a thorough recruitment process, which will
allow time for interviews, candidate selection, and for the chosen candidate to provide
notice and, if necessary, relocate before starting employment.
Proposals will be requested from qualified recruitment services firms and will be expected
to be received January 2025. The City Council directed staff to appoint an Ad Hoc
Committee, consisting of two Councilmembers for the purpose of analyzing proposals
from executive recruiting firms and selecting a preferred firm to conduct the City Manager
Recruitment. This Ad Hoc committee will also be responsible for conducting interviews
with representatives from the recruitment firms, which can be held via phone or video
conference. The goal is for the Ad Hoc Committee to make a recommendation for the
firm to be hired, which will then be presented to the full City Council for its consideration
and action targeting City Council February 5, 2025, regular meeting.
FISCAL IMPACT
There is no cost associated with formation of the ad hoc committee to review proposals
from firms for recruitment services.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Appoint two members of the City Council to serve on an Ad Hoc Committee to review
proposals for Executive Recruitment Services.
