MOORPARK CITY COUNCIL
AGENDA REPORT
TO: Honorable City Council
FROM: PJ Gagajena, Assistant City Manager
DATE: 12/18/2024 Regular Meeting
SUBJECT: Consider Resolution Adopting the Salary Plan for Hourly Employees
to Increase the Minimum Wage and Rescinding Resolution No. 2023-
4218
BACKGROUND/DISCUSSION
In 2016, the California state legislature passed, and the Governor signed Senate Bill 3,
which established a schedule for raising the California minimum wage from $10.00/hour
to $15.50/hour by January 1, 2023, for all employers with 26 or more employees. The
State of California Labor Code Section 1182.12 states that once the minimum wage
reaches $15.50/hour, the California Department of Finance (DOF) is required to
determine on or before August 1 of each year if the minimum wage needs to be
adjusted for inflation by the lesser of 3.50 percent or the rate of the Consumer Price
Index (CPI) change. On July 12, 2023, the DOF calculated the CPI rate of change to be
3.20 percent and determined the minimum wage will increase by 3.20 percent to
$16.00/hour for all employers on January 1, 2024. On August 1, 2024, the DOF
calculated the CPI rate of change to be 3.18 percent and determined the minimum
wage will increase by 3.18 percent to $16.50/hour for all employers on January 1, 2025.
The attached Salary Plan for Hourly Employees includes the revised hourly salary
schedule to reflect the mandatory minimum wage increase to $16.50/hour effective the
first full pay period commencing on or after January 1, 2025.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
The projected fiscal impact of increasing the minimum wage by $0.50 is approximately
$16,000 based on current and anticipated staffing levels and programming for the year,
including work performed during holidays.
