Allocate Funding for Public Art for New Moorpark Library Project
(C0056)
SUMMARY
The City Council is being asked to approve a resolution allocating $350,000 from the Art
In Public Places Fund (2007) to the New Moorpark Library Project (C0056) to fund interior
and exterior public art.
BACKGROUND
Moorpark Municipal Code Chapter 17.50 establishes the City’s Art in Public Places (AIPP)
program, with the goal of balancing the community’s physical growth with revitalization
and its cultural and artistic resources. This program requires certain residential,
commercial, and industrial development projects to either install public artwork or pay an
in-lieu fee. In-lieu fees are collected and maintained in Fund 2007 for use exclusively for
the AIPP program.
City Council Policy 6.7: Public Art in New City Public Facilities requires that new public
facility projects include public art as a feature of the design. The nature of the artwork is
to be considered during the project design phase, and the Arts Commission is charged
with reviewing the type and placement of the artwork and making a recommendation to
the City Council. Funding for public art, in an amount to be approved by the City Council,
is to be included in the capital improvement budget for each new public facility, with the
AIPP Fund serving as the primary source of funding.
Construction of a new Moorpark City Library (Library) has been one of the City Council’s
top priorities since 2007. The project stalled for various reasons until 2016 when the City
Council adopted a new Strategic Objective in an effort to move the Library forward:

Center master plan”, with the Library as the initial construction phase. Since that time,
the City Council approved the Civic Center Master Plan which confirmed the location for
the new Library near the corner of High Street and Moorpark Avenue, and selected an
“agrarian inspired” architectural style for the building that is reflective of Moorpark’s
agricultural history. The Design Development Plans have been completed and on
February 27, 2024, the Planning Commission certified the final Program Environmental
Impact Report and approved the Conditional Use Permit (CUP) for the project.
Construction plans and specifications are currently under review, and the project is
anticipated to go out to bid for construction early next year.
DISCUSSION
Funding for the public art component of the new Library was not included in the Operating
and Capital Improvement Projects budget for Fiscal Year (FY) 2024/25. An allocation of
$350,000 from Fund 2007 to the project budget is requested to allow staff to move forward
with development of public art for the project. This amount is approximately one-and-a-
half percent (1.5%) of the building valuation, which is slightly more than the one percent
(1%) AIPP contribution obligation for applicable private development projects. During the
public outreach campaign for the new Library, there was strong public opinion that a
unique component to the children’s area should be installed that would set the library
apart from other libraries. Additionally, a sculpture garden adjacent to the courtyard on
the north side of the building was included in the design development plans to help
distinguish the Library. Staff recommends installing public art at both locations and
applying half of the allocation to the interior art project, and the other half to the exterior
public art installation. This allocation of $175,000 per location is comparable to funding
applied to other City public art projects.
Interior Public Art
Many modern Libraries include a unique theme within the children’s area that helps
identify the Library and set it apart from others. For instance, in Camarillo, a large pirate
ship was designed and installed in the children’s area that serves as a both a place to
enjoy a book and to interact with other children. Early in the design process for
Moorpark’s new Library, a public outreach campaign was completed where staff collected
input from the community on various aspects of the Library design. Through that process
a nature-based theme was identified for the children’s area. The information that was
gathered also supported elements that are reflective of Moorpark’s agricultural history to
echo the agrarian-inspired architectural style. In addition, there was a strong opinion that
the new Library should have an element that would set Moorpark apart from other
libraries. Ultimately, the children’s area was identified as the prime location for a
signature, large-scale decorative feature to enhance the space and add an element of
wonder and whimsy.
The theme has been further refined to focus on elements and imagery associated with
the apricot tree. Staff feels that the apricot tree provides an ideal theme for the children’s
area that incorporates both the nature-based theme identified during the community

outreach and an important aspect of the City’s agricultural heritage, as the “Moorpark”
variety of apricot was one of the region’s primary crops during the City’s early days.
It is envisioned that the apricot tree theme will be incorporated into children’s area by
installing a towering apricot tree in the story time area at the northeast corner of the space,
under which children can sit and listen to stories, participate in organized activities, and
enjoy self-directed play. This space could be embellished further with thematic seating
elements around the tree and graphic elements on the walls. Several support posts in
the children’s area could also be decorated with thematic elements, with the overarching
goal of creating a welcoming space that will delight children of all ages as well as their
parents.
Any interior artwork designed for the new Library will need to be designed by a structural
engineer, align exactly with certain architectural elements, and most importantly, meet
stringent delivery deadlines in order to avoid construction delays. Given the importance
of coordinating the children’s area artwork design, fabrication and delivery with the overall
Library design and construction, staff sought out a qualified firm with the demonstrated
capabilities necessary for the project, rather than go through the typical call-for-artists
process. After an extensive search staff identified Studio Y Creations Inc. (Studio Y
Creations) as the preferred art studio for these services. Studio Y Creations specializes
in creating custom family-friendly themed environments for high-traffic public spaces. The
studio is based in Canada, with facilities in Canada and the United States, and their
portfolio includes over 1,500 projects worldwide for a variety of organizations including
libraries, museums, offices, theme parks and more (additional information at
www.studioycreatons.com). Although selecting a company to design and construct
artwork deviates from the City’s standard process, Studio Y Creations aligns with the
requirements of the AIPP program, whereby they employ ‘artists’ to design their
installations and the artwork designed for Moorpark will be an original, one-of-a-kind
artwork. On November 19 the Arts Commission unanimously supported the apricot tree
theme for the Library children’s area and recommended Studio Y Creations as the
preferred studio for the artwork.

Exterior Public Art
The New Library Site Plan, as entitled under the CUP, provides a space for exterior public
art in a sculpture garden located alongside the walkway and courtyard leading to the
Library’s north entrance. Artwork in this location will be visible not only from the exterior
northern approach to the building, but also from the interior through floor-to-ceiling
windows in the children’s area. The space can accommodate several sculptures as well
as vegetation appropriate for the location and incorporates a curved path that winds
through the sculpture garden to allow visitors to experience the artwork close up (see
Attachment 1).
The plan for the sculpture garden is to harness the placemaking potential of the location
by installing inspiring permanent art that will help distinguish the new Library and enhance
its appeal. This concept is promoted in the Arts Master Plan with Objective 1.1 which
recommends that the City “engage creative placemaking techniques that leverage the
visual and physical characteristics of Moorpark to distinguish it as a community and as a
destination” and identifies the new Library as a location to engage in such efforts.
To commission permanent artwork for the sculpture garden, staff intends to follow the
established artist selection process and issue a call-for-artists early next year. Later in
the spring or early summer, following Arts Commission review and recommendation, the
selected artist and conceptual design will be brought to the City Council for consideration.
On November 19, the Arts Commission also supported the installation of permanent
artwork at the sculpture garden location.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no further environmental review is required.
FISCAL IMPACT
Funding for public art for the Moorpark City Library Project C0056 was not included in the
Operating and Capital Improvement Projects budget for FY 2024/25. A budget
amendment allocating $350,000 from AIPP Fund 2007 to Project C0056 is requested to
fund public art at the new Moorpark City Library. Total FY 2024/25 budget allocation to
Project C0056 is approximately $32M. The current projected fund balance for Fund 2007
is approximately $4.3M.
COUNCIL GOAL COMPLIANCE
This action is consistent with City Council Goal 1, Objective 6 (1.6): “New Moorpark City
Library.”

MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2024/25 BUDGET BY APPROPRIATING $350,000 FROM THE
ART IN PUBLIC PLACES FUND (2007) FOR PUBLIC ART FOR
THE NEW MOORPARK CITY LIBRARY PROJECT (C0056)
WHEREAS, on June 19, 2024, the City Council adopted the Operating and
Capital Improvement Budget for Fiscal Year (FY) 2024/25; and
WHEREAS, a staff report has been presented to the City Council requesting
approval of a budget amendment in the amount of $350,000 from the Art In Public
Places Fund (2007) to fund public art for the New Moorpark City Library Project
(C0056); and
WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said
budget amendment and the resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment in the amount of $350,000 from the Art In
Public Places Fund (2007) for public art for the New Moorpark City Library Project
(C0056), as more particularly described in Exhibit “A”, attached hereto, is hereby
approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
