HomeMy WebLinkAboutMIN 2024 1106 CC SA REGMINUTES OF THE CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark California November 6, 2024 A Regular Meeting of the City Council of the City of Moorpark and the Successor Agency was held on Wednesday, November 6, 2024, at 6:30 p.m. in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the City Council unless otherwise noted. CALL TO ORDER: Mayor Enegren called the meeting to order at 6:52 p.m. 2. PLEDGE OF ALLEGIANCE: Councilmember Groff led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Delgado, Groff, Means, and Mayor Enegren. Absent: Councilmember Castro. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; PJ Gagajena, Assistant City Manager; Brian Chong, Assistant to the City Manager; Jeremy Laurentowski, Parks and Recreation Director; Daniel Kim, City Engineer/Public Works Director; Doug Spondello, Community Development Director; Hiromi Dever, Finance Director; Jessica Sandifer, Deputy Parks & Recreation Director; Roger Pichardo, Program Manager; Chris Thompson, Senior Information Systems Administrator; Captain Darin Hendren, Ventura County Sheriff's Office; and Ky Spangler, City Clerk. 4. PROCLAMATIONS AND COMMENDATIONS: A. Certificate of Recognition to Finance Department for Receiving the Government Finance Officers Association's Certificate of Achievement for Excellence in Financial Reporting Award for Fiscal Year 2022/23 and its Distinguished Budget Presentation Award for Fiscal Year Beginning July 1, 2023; and the California Society of Municipal Finance Officers Certificate of Award for Operating Excellence for Fiscal Year 2023/24. Mayor Enegren presented Finance Director Hiromi Dever with a Certificate of Recognition to Finance Department for Receiving the Government Finance Officers Association's Certificate of Achievement for Excellence in Financial Reporting Award for Fiscal Year 2022/23 and its Distinguished Minutes of the City Council/Successor Agency Moorpark, California Page 2 November 6, 2024 Budget Presentation Award for Fiscal Year Beginning July 1, 2023; and the California Society of Municipal Finance Officers Certificate of Award for Operating Excellence for Fiscal Year 2023/24. 5. PUBLIC COMMENT: Lori Preciado, Moorpark resident and Fundraising Director for the Moorpark Friends of the Library spoke to announce, "Letters from Santa 2024," a fundraising event to benefit the new Library. The winners of the raffle will receive a visit from Santa, Mrs. Claus and elves. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: CONSENSUS: It was consensus of the City Council to pull item 10.D. from the Consent Calendar for disclosure announcements from Councilmembers Groff and Means prior to its consideration. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Councilmember Delgado reported on October 10 she hosted the Moorpark Young Professionals Group. Councilmember Delgado reported on October 10 she attended the Clean Power Alliance Board of Directors meeting. Councilmember Delgado reported on October 12 she attended Beauty and the Beast at the High Street Arts Center. Councilmember Delgado reported on October 14 she attended the Princeton Avenue ribbon cutting event along with fellow Councilmembers and City staff. Councilmember Delgado reported on October 15 she attended the Moorpark Chamber of Commerce Community Awards along with fellow Councilmembers and some City staff, noting that Moorpark's own John Bandek was named Public Servant of the Year. Councilmember Delgado reported on October 16 and 17 she, along with Mayor Enegren, Councilmember Groff and some City staff attended the annual League of California Cities Conference. Councilmember Delgado reported on October 18 she along with Councilmember Groff attended the Moorpark Chamber of Commerce breakfast. Councilmember Delgado reported on October 21 she along with fellow Councilmembers and some City staff attended the ribbon cutting for Sweet Bee Eats where they sampled some delicious Thanksgiving fare. Minutes of the City Council/Successor Agency Moorpark, California Paae 3 November 6, 2024 Councilmember Delgado reported on October 31 she along with Mayor Enegren and Mayor Pro Tem Means attended the Moorpark College ribbon cutting for the brand-new beach volleyball courts, noting it is an impressive facility. Councilmember Delgado reported on October 31 she attended the City's Haunted High Street and sincerely thanked everyone who coordinated and took part in the event. Councilmember Delgado reported on November 4 she along with all fellow Councilmembers and City staff got to toast the brand-new City Hall building. Councilmember Groff reported on October 9 to 11 he attended the California Joint Powers Insurance Association meeting in Palm Dessert with City Manager Troy Brown. Councilmember Groff reported on October 14 he attended the Princeton Avenue ribbon cutting. Councilmember Groff reported on October 15 he attended the East County Town Hall meeting sponsored by Assemblymember Jacqui Irwin, County Supervisor Jeff Gorell and the California Department of Insurance where fire issues affecting homeowners were discussed, and remarked sends his thoughts and prayers to the families affected by the Mountain Fire. Councilmember Groff reported on October 16 to 17 he attended the California League of Cities Conference in Long Beach along with Councilmember Delgado, Mayor Enegren and City staff. Councilmember Groff reported on October 18 he attended the Moorpark Chamber of Commerce breakfast. Councilmember Groff reported on October 24 he attended the Ventura County Taxpayer Association annual dinner and awards ceremony. Councilmember Groff reported on November 4 he attended the City Hall dedication ceremony. Councilmember Means reported on October 5, 6, 7 he attended the Global Diplomacy Summit in Washington D.C. and had the opportunity to speak directly with significant public officials. Councilmember Means reported on October 14 he attended the Princeton Avenue ribbon cutting. Councilmember Means reported on October 15 he attended the Moorpark Chamber of Commerce Community Awards event. Mayor Enegren announced Moorpark City Hall has moved to its new location at 323 Science Drive and is now open to the public. All City departments are centralized with a single public counter for permits, business licensing, Human Resources, and records requests. City Council and Commission meetings will continue at the Community Center at 799 Moorpark Avenue until the new Council Chamber is completed. Mayor Enegren extended an invitation to sign up now for the next Teen Cupcake Challenge. Minutes of the City Council/Successor Agency Moorpark, California Page 5 November 6, 2024 Mayor Enegren announced registration opens November 12 for winter recreation classes at the Arroyo Vista Recreation Center. Classes offered include art, dance, music, seasonal workshops, science, and sports including pickleball, tennis, golf, flag football, floor hockey, and more. This fun family event will be held on December 14 and 15 at the Arroyo Vista Recreation Center. For details visit the City's website. 8. PUBLIC HEARINGS: None. 9. PRESENTATION/ACTION/DISCUSSION: A. Consider Short -Term Options for the Building and Parcel at 18 East High Street and Identify Process to Determine its Long -Term Use. Staff Recommendation: 1) Provide staff direction on short-term use of the building; and 2) Provide staff direction on the process to discuss the option for future long-term use of the site. Mr. Gagajena gave the staff report noting the discussion of the topic would be taken in two parts, beginning with short-term options. Questions among City Councilmembers regarding Part 1 focused on the following: 1) The Daly Group, Inc. (Daly Group) offered approximately $32,000 including an $8,000 credit for the design work; this would result in approximately $130,000 cost to the City for sewer repair; 2) discussion of the engineering that was prepared by Daly Group and the path to permitted plans; 3) delaying other repairs over the long-term, and comments about parking lot, roof and HVAC repairs; 4) what electrical upgrades are being considered for $45,000-1 brief discussion followed on of current state of the building and repairs that are anticipated in the near -term and the costs associated; 5) continued discussion on the most critical items to be addressed in the short term with the costs estimated around $300,000; and 6) City contribution to Daly Group performing the work would still be subject to prevailing wage requirements. The discussion of long term options was postponed. Chris Barrett, Moorpark Chamber of Commerce Chairman of the Board, spoke to urge the City Council to consider making repairs and beautifications to the building and invest in the Downtown community. Staff requested direction on the short-term options or choose to take no action. Minutes of the City Council/Successor Agency Moorpark, California Page 6 November 6, 2024 Discussion among Councilmembers followed regarding the costs associated with the short-term options which may be approximately $375,000. City Manager Brown noted the Council can take no action and reach out to the Chamber about their long-term goals. CONSENSUS: It was the consensus of the City Council to take no action and directed staff to return at the November 20, 2024, meeting with additional information about the long-term plans of the Chamber of Commerce. B. Consider Resolution Amending the Classification Plan Adding the Position of Senior Planner and Rescinding Resolution No. 2024-4262; Consider Resolution Amending the Salary Plan for Non -Competitive Service and Competitive Service Employees Adding the Position of Senior Planner and Rescinding Resolution No. 2024-4263; and Consider Resolution Adopting a Revised Management Benefits Program Adding the Position of Senior Planner and Rescinding Resolution No. 2023-4264. Staff Recommendation: Prior to a motion to adopt the revised Salary Plan Resolution and Management Benefits Resolution, the Mayor shall make an oral summary report for compliance with Section 54953(c)(3) of the Government Code as follows: "Staff is recommending the City Council approve a revised Salary Plan Resolution and Management Benefits Resolution that include adding the position of Senior Planner at Salary Range 62, which is between $82,222.40 and $110,614.40. All Non - Competitive Service employee positions are consistent with the local agency executive definition in Section 3511.1(d) of the Government Code." 1) Adopt Resolution No. 2024-4279 amending the Classification Plan and rescinding Resolution No. 2024-4262; and 2) Adopt Resolution No. 2024- 4280, amending the Salary Plan for Non -Competitive Service and Competitive Service Employees and rescinding Resolution No. 2024-4263; and 3) Adopt Resolution No. 2024-4281, amending the Management Benefits Resolution and rescinding Resolution No. 2023-4264. (ROLL CALL VOTE REQUIRED) Mr. Gagajena gave the staff report. There were no speakers. Prior to a motion, Mayor Enegren made the following announcement in compliance with Section 54953(c)(3) of the Government Code: "Staff is recommending the City Council approve a revised Salary Plan Resolution and Management Benefits Resolution that include adding the position of Senior Planner at Salary Range 62, which is between $82,222.40 and $110,614.40. All Non -Competitive Service employee positions are consistent with the local agency executive definition in Section 3511.1(d) of the Government Code." Minutes of the City Council/Successor Agency Moorpark, California Page 7 November 6, 2024 MOTION: Mayor Enegren moved, and Councilmember Groff seconded a motion to adopt Resolution No. 2024-4279 amending the Classification Plan and rescinding Resolution No. 2024-4262; and 2) adopt Resolution No. 2024-4280, amending the Salary Plan for Non -Competitive Service and Competitive Service Employees and rescinding Resolution No. 2024-4263; and 3) Adopt Resolution No. 2024-4281, amending the Management Benefits Resolution and rescinding Resolution No. 2023-4264. The motion carried by roll call vote 4-0, Councilmember Castro absent. 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) MOTION: Councilmember Groff moved, and Councilmember Delgado seconded a motion to approve the Consent Calendar. The motion carried by roll call vote 4-0, Councilmember Castro absent. A. Consider Warrant Register for Fiscal Year 2024/25 — November 6, 2024. Staff Recommendation: Approve the warrant register. B. Consider Minutes of the City Council/Successor Agency Regular Meeting of September 4, 2024. Staff Recommendation: Approve the minutes. C. Consider the 2025 Cooperative Aareement with the California Department of Public Health Regarding Application of Pesticides for Public Health Purposes. Staff Recommendation: Approve the 2025 Cooperative Agreement and authorize the Mayor to execute the Agreement on behalf of the City. E. Consider Resolution Granting Easement to Ventura County Waterworks District No. 1 at Glenwood Park and Makina a Determination of Consistencv with the Previously Adopted Mitigated Negative Declaration Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: Adopt Resolution No. 2024-4282 approving the grant of easement to Ventura County Waterworks District No. 1 at Glenwood Park, subject to final language approval by the City Manager and City Attorney and making a determination of consistency with the previously adopted Mitigated Negative Declaration pursuant to the California Environmental Quality Act. (ROLL CALL VOTE REQUIRED) F. Consider Authorizina Recordation of the Notice of Completion for the Monument and Wayfindinq Signs at New City Hall. Staff Recommendation: 1) Authorize the City Clerk to file the Notice of Completion; and 2) Authorize release of the Performance Bond and Payment Bond (Number 100823019) as outlined in the agenda report. Consider Authorizing Recordation of the Notice of Completion for the Sports Parks Lighting Retrofit Project and Release of Payment Bond in Accordance with the Contract. Staff Recommendation: 1) Authorize the City Manager to sign the Notice of Completion, accept improvements, and approve Final Contract Pay Estimate to ABM Electrical and Lighting Solutions; and 2) Authorize the City Clerk to file the Notice of Completion; and 3) Authorize release of Payment Bond No. 107790399. Councilmembers Groff and Means announced that they are members of the Moorpark Morning Rotary Club, but neither is an officer of the Moorpark Morning Rotary and have no financial interests in the contract between the City and the Club and therefore state law allows their participation in the decision predicated on oral disclosure and disclosure in the meeting minutes. D. Consider Co-Sponsorina the Rotary Club of Moorpark Morninq's Holidav on High Street Event. Staff Recommendation: Approve the Cooperative Services Agreement to co-sponsor the 2024 Holiday on High Street event and authorize the City Manager to sign the agreement subject to final language approval of the City Manager. Mr. Laurentowski was available for questions.
